I haven't made a list in years and I am getting into the new guard. I have had a single game as Necrons this entire edition. How would this list fair as an all comers list

Tank commander- Relic Gate keeper, 3x heavy bolters, Tank Ace knight of piety, warlord trait Old Grudge

Command squad- Mortar team, Relic finial of Nemrodesh 1st Warlord trait Grand strategist

Commissar- Claw of the desert tiger, Warlord trait Frontline combatant

3x Infantry squads with Lascannon, plasma gun

2x cadians squads with plasma gun, melta gun

Heavy

Heavy ordnance battery-2 Bombast field guns

Russ squadron-2xPlasmacutioners (Plasma turret, 2 plasma sponsions)

The idea is that 2 of the las cannon squads sit with the command squad and heavy ordnance battery and try to do some damage at range while the enginseer can go with the vanquisher to try and protect it and repair and while the battle cannon, 2 plasma tanks and the Warlord advance towards the mid field with objectives. The Commissar is probably the worst model in the list, but he feels kind of cool. He isn't taking down primarchs, but at 40 points and 2 command points, he can shred some for a model. Would this work as a fluffy list that can do pretty well against most other armies? The infantry can be swapped around as all 5 squads cost the same points.
