So I have a ton of figures that have little bases on them which will be going onto round 25mm bases. I do not want to cut the all off. What's the easiest and hopefully cheapest way to to fill in around the base attached to the figure?

How are you going to finish the bases?

I snow base 3 of my armies. Part of the process is mixing a paste made of flock and PVA white glue. It covers a lot of sins, like slotta base gaps, or uneven stuff.

Giant thing of flock was like $12, and glue is dollar store level purchase.

I highly recommend using Vallejo earth texture acrylic or similar, about $20=200ml, use a small sculpting tool and wet it with some water and apply over the bases, while wet flock some small slate/rock/sand; once dry you can paint it or not it all looks good. The best thing is that you skip the normal step of applying pva glue and flock the sand.

I've used a variety of things including Liquitex Modeling Paste, AK Diorama Effects and Vallejo Ground Textures. They're all reasonably priced and will do a good job of bulking out your bases.

The cheapest option is probably PVA glue mixed with whatever aggregate you can dig up around your home, dirt, gravel, sand or whatever (event tile grout if you happen to have some). Just be sure to bake any material from outdoors to sterelize it before you use it.
