with the advent of primaris terminators and 10th edition, why not just make tactical marines in a relic status? like maybe the primaris marines just keep them around cause they are cute? or to hear stories of battles when space-marines weren't 10 feet tall and could still fit in land-raiders. Just a suggestion.

Currently, Leadership matters basically nothing. And even less for Marines thanks to ignoring CA penalties.
But what's the point of moving Tacs to the Elite slot? Why?

you would have to ally in custodes to get them, where as tactical marines are technically still "Space-marines"
