The core rules do not say it, but if an effect requires the unit affected to be "within" or "wholly within" a certain distance then the model itself will be within that distance from itself. How could it be otherwise?

Some auras/abilities such as "Cycle of the Storm" specifically say that the hero itself cannot benefit, implying that they could otherwise without that proviso. They have tightened up a lot of hero auras as 3rd Edition has rolled out. Many specify a certain type of unit as benefiting from the effect and the hero themselves are not that specific type of unit. Vandus' command ability for an extra attack used to affect all Hammers of Sigmar units wholly within 12" (which would include himself), but now its just "Hammers of Sigmar Redeemer Units." Others leave it to "Stormcast Eternals" or "Hallowed Knights" to benefit from auras/abilities so there is a range of possibilities.

So heroes are in range of their own abilities, but you have to read the fine print to see if it still affects them.

All you have to do is fire three rounds a minute, and stand

Say ability has range of 12". Take 12" stick touching hero. Is hero over the other side of stick?
