I am not sure what points cost to give these guys.

A few notes:
-They are NOT Battleline. I figured regenerating d3 models per passed Battleshock would make it too hard to get rid of them, so no Battleline for them.
-They DO have OC 2. This should be reflected in their points cost, but also in that their special rule is only okay. Not terrible, but not great.

Having recently played against Nurgle daemons for the first time this edition, these seem pretty reasonable to me. Trade some of the healing and numbers of a normal PB squad for hardier bodies. I'd say that, given that PBs' high Toughness makes them resistant to a lot of anti-horde blast weapons (frag missiles, etc.), and given that a lot of the other units in the Nurge roster are mid-to-high Toughness, these guys are probably a bit of an upgrade over PBs. In that they don't really "lose" traditional horde weaknesses because PBs didn't really have those weaknesses to begin with.

The shields combined with W3 is interesting as it takes Dd6 weapons from a reliable way to one-shot these guys to a real gamble. Plus any flat D3 damage weapons are going to hate those shields. Which I think is probably a good thing here. It makes the shields a meaningful defensive boost, but not an overwhelming one.

Comparing 5 of these guys to 10 PBs, you get...
* 15 wounds instead of 20. Or stay at 20 if you take shields.
* T6 instead of T5. Matters a lot to lasguns and pulse weapons, but doesn't matter a ton to most other weapons.
* 10 Attacks instead of 20 (or 15 if you take dual-swords).
* Attacks will generally be +1 to-wound vs most targets.
* Worse healing, but not bad healing.

PBs are 110 points. Tyranid melee warriors are 75(?) for 3 bodies (would translate to 125 for 5 if points-per-model was still a thing), and those have roughly similar stats. The advantages of T6 over T5 and W4 over W3 are going to be really matchup-dependent, so it might be a little tricky to land on a fair price for these guys.

I'd say start these guys off at the same cost as PBs (110 for 5, 220 for 10), and adjust from there. My initial thought was to charge like 20% extra to account for the chonkier stats and unforseen advantages, but on paper I think these guys might actually be a slight downgrade from normal PBs. I know my lance-heavy eldar and splinter-toting drukhari would rather deal with 5 of these guys than 10 PBs.

. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

I feel like literally twice the PPM of normal Bearers is a tad much. But I do see your reasoning… maybe 95-100 points per 5 models?

I think that's reasonable. I could definitely see their cost dropping from there given that they have fewer overall wounds (or at least fewer overall bodies.) I was just hesitant to start them too low given:

A.) Homebrew; don't want to scare opponents off of letting you use them by accidentally under-costing them.
B.) If running these guys with shields, you get a very similar package to normal PBs; similarly hard to shift just with the wounds concentrated in fewer bodies.
C.) If we price them too low, they probably start to encroach on Nurgling territory. Nurglings would still have their niche, but we'd be talking about two squads that both have multi-wound bases, but one of those bases is T6 instead of T3 and with a better invuln to boot.

I think 100 points per 5 is fair. Worth testing, at least.
