Are their Guard contingents in a Solblade?

They're only mentioned on a couple of pages in the Leviathan Rulebook, so OP I suggest you grab a copy and have a read.

Given that Tendrils invade planets the same as the main hive fleets do, i'd assume there would be. but they'd be filled with Drop regiments, Scion/Stormtrooper regiments, and the like. stuff that can double as counter-boarding teams aboard ship, and can be deployed to and retrieved from planets fairly quickly. Perhaps be focused more on bolstering existing PDF forces or aiding in evacuations than in holding the line against a tide of chitin.

Just re-checked my Tyrranic War book- I never bought the BRB.

It says that while the Guard was responsible for the majority of humanity's response to the fourth Tyrannic War. But it also says those forces were slow and cumbersome to redeploy.

The Solblades are a contrast to that- the Hammer to the Anvil that is the Guard.

Solblades are small forces- three capital ships, or a squadron of frigates. Most were lead by Marines, many by Sisters and some by Custodes. Most were mixed forces, and some included Tempestus Scions, or Deathwatch Specialists, and like some Agents forces as well.

I think using a Solblade force as reinforcements to an overwhelmed guard forces would be super fluffy.
