Eh, I find griping over smoke+MSV to be overblown these days. Since you can dodge without penalty or fire back at -6 if you're feeling particularly lucky it's more about protecting the shooter from BSARO's than straight up murdering things with impunity.

Having started collecting JSA after Paradiso I must say I had no interest in collecting any vanilla Yu Jing until N3. They sorely needed a redesign on many units and some tweaking to their stats. I don't particularly feel they have disproportionately received too much attention considering how outdated & uninteresting many of their units looked.
I'd want for every army to receive YJ treatment.

When I first started looking at which faction to play, Yu Jing was at the bottom of the heap because the minis were so very ugly. They have improved immensely. Haqq, Nomads and the CA, have had this "YJ" treatment already. Pan-O and Ariadna seem to be receiving it, but are on the slow train to New-and-Improved-ville. Maybe the faction aesthetics are less inspiring to the artists and sculptors? I'd like to see a new auxbot modelled after the crabbot. It won't happen though. I'd really like to see a New Guarda de Assalto.
The Karkata has Chaksa legs? As I wrote, I can find a use for both as proxies. I wonder if the short jacket motif will appear on other Vedics in the future.

Contents of the Caledonian Box? I'd guess 3 Caledonian Volunteers, a Mormaer, a Wulver and a Highlander Gray. I don't recall seeing the render for a new Wulver, so maybe 4 Volunteers?

Ariadna have received an entirely new sectoral. If those resources had been expended on existing Ariadna factions they would be as updated as any other (assuming the smattering of Kazak new releases didn't go anywhere).
Pan-O doesn't feel like it's been neglected. Is it just that they haven't 'finished' any of the sectorals? Because that just seems to be how CB approach everything. Now that we can expect to be more 'surprised' be releases I'm not sure if that means we will see whole sectorals get fleshed out with new models before they move on...
At this point that would be surprising.

To be fair, Ariadna received USAriadna because of the fact that they shelved Merovingia. Merovingia still exists as a Sectorial, but they've been very very clear that MRRF is going to be heavily revised and USARF was pushed up to take that place.

Speaking from the point of view of Neoterra?
Our "starter set" was three old models(Aquila Guard with Multi Rifle, Swiss Guard with launcher, and Hexa with Spitfire) reboxed with three new ones(Bolts with Combi Rifle+LSG).
We got two resculpts, effectively, in the form of the Aquila Guard with HMG and the Squalo.
We got very little in the way of actual design time, from my perspective. No new profiles(it would have been a PERFECT place to add in Auxbot-less profiles with Haris, a Bolt Engineer, etc), just stuff from generic(ORCs can be taken as AVA 3) placed inside. Still no special Neoterran characters as well.
No Locust models yet; the ONE real, new unit that Neoterra got with HSN3 and it has not received a single profile as a model at this point. It's not like it has a crazy amount of loadouts to make releasing the profiles hard either.
Biggest kick in the junk is in regards to the fact that the two most sought after TAGs for both NCA and SAA got bundled together into one box.

Mayacast (I think it was them that had the release list) were unsure. Reports from Rumble and Adepticon were unsure, some people were saying two new models, some saying repack.

The "no smoke" thing for PanO has been debunked so many times it's not even funny. The ONLY reason it exists now is because CB refuses to compromise that one stupid rule when it comes to PanO, yet has no issue with removing the other faction "handicaps" now.

What do you want me to do, cite common sense?
A large amount of what CB does and figuring out why they did it isn't exactly requiring an advanced degree. It just requires a bit of knowledge about the company and the way they've described or done things in the past.
I know you're active on the Infinity forums. Look around. People much better than me on the theorycrafting side of things have time and time again posted how the whole "+1 BS" advantage that PanO has is heavily negated by the MSV+Smoke combination. PanO, however, is the only faction which outwardly still maintains its "advantage/disadvantage" from back in the day(Lesser WIP stat for a +1BS benefit; like how YJ had higher CC scores but lesser BS scores and Ariadna had lesser tech but it was basically unhackable).

Check its profile. That is the only weapon it carries. It has the Flash Pulse too.

Not a bad starter. I would call it adequate. This makes what, 3 starters in a row that are "adequate' -- ASA, Bakunin and now this. Each has a couple of nice to very nice minis and the rest is just sort of box filler.
