It amuses me to no end that these actually look kind of similar to the Forge World rules in their new Horus Heresy book, at least in terms of general balance...
Well done, that must have been quite a lot of work. It could be better-organized and better-formatted, though, at the moment it's pretty hard to read.

The text is too dense and too uniform, and you've given unit upgrades on one line instead of bullet-point lists. Most good fan rulesets I've seen will do one or maybe two units to a page, with a larger-sized header, bullet points for upgrades, and a table for the statline.
