On my phone so not quoting.

1) Permission to place all the peices of terrain that make up the Fortification is given during deployment. The only restrictions are that it must wholy be on your half of the table, more than 3" from the nearest fortification and it has to follow the rules in Composition.

2) Gun Emplacments and the Comms unit are both terrain. The options list them as such.

3) The rules do not specify where they would be Emplaced if they were Emplaced Weapons.
