I would love a Bioshock tabletop set in Rapture, set in the conflict between Andrew Ryan and Atlas.

Ryans side would have Big daddies and a fewer number of more well equipped infantery.

Atlas side would have more infantery with more advanced plasmids as his army is composed of splicers.

I'd vote for Halo. For it's sheer amount of possibilities with th setting. Loads of factions possible, like Sangheili rebbels, human insurgents, might even see Spartan 4 traitors. (Seeing where the story is going.

Next to that... A game based on the Tribes games (Tribes:Vengeance in particular). Like a futuristic Bloodbowl with all kinds of nifty stuff and some kind of gravity/speed mechanic.

Poor ignorant guardsmen, it be but one of many of the great miracles of the Emperor! The Emperor is magic, like Harry Potter, but more magic! A most real and true SPACE WIZARD! And for the last time... I'm not a space plumber.

Gears of War (I just love how everything looks in the games)
then C&C (I mean its just awesome)
Then perhaps Fallout (I mean you already have factions and whatnot, and with all the different weapons available)

I think Dragon Age would be a great tabletop game; the Darkspawn, the mages, templars, humaans, dwarfs, aka THE samen factions you can recruit into your army.

Maybe TF2? It could be a "Capture the Flag" style game where each player is given 9 mercs. The player chooses which player gets which class (and like the game, the mercs can "respawn" and there can be multiple mercs with the same class.)

Oh would love to see a fallout tabletop, supermutants raiding a talon company outpost, or even NCR versus Legion battles, raiders being attacked by a mass of ghoules ,so many possibilities for skirmish battles in the fallout univers, that being if new vegas is included.

There would be so many factions:

-NCR
-Legion
-Brotherhood of steel
-Boomers
-Mr.House securitrons
-Raider gangs ( Khans, Vipers, Jackals, etc...)
-Supermutants
-ghouls
-Regulators
-Talon company
-Vault dwellers ( security guards pushing out supermutants at the vault entrance, to epic thinking about it )
-Enclave
...

this would be darn good

I absolutely adore fallout. A 28 MM boardgame would have the following factions IMO:

1. NCR: infantry heavy ranged faction with air support (vertibirds)
2. Legion: infantry heavy melee faction with options for strong leaders like Lanius or Joshua Graham.
3. BOS: infantry small power armor faction with access to special pre war tech.
4. Enclave: Like BOS but with better armor, worse guns (compared to OP laser stuff BOS has) and best air support (lots of vertibirds.)
5. Master's army Super Mutants: 8 foot tall green super men. nuff said.
6. Post master army super mutants: less equipment but access to more experienced troops.
7. raiders: abnormal hit and run list.

There can probably be more factions but that is all I can think of now.

I've been playing this game called "Dawn of War". I think that would make a great tt game, and possibly even an RPG.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. star wars battlefront, yea its somewhat cheating the question and there are a few already, but still, i think a star wars game would work, something along the lines of 40k it would have all codexs for rebels, empire, CIS, jedi, sith, republic, using units and tanks from the CW series and movies and games, i recken it would work

Well, my opponents usually don't have more than 1-2 Wave Serpents 'cos Serpent spam is very expensive in real life money.

I am actually working on something very much like this, a Star War skirmish game that borrows heavily from Battlefront (especially in terms of things like Command Posts and respawning, allowing for larger battles with only a handful of models).
