That looks quite Elven to me, maybe Aelves are coming in the future? Bearing in mind though, there's no timeline on these, and the studio starts work on projects about 7 years before release, so a painted figure could be between 1 and 5 years old before the sprue gets released.

That filigree looks familiar, is it similar to the decks of DEldar vehicles?

I don't recognize the pattern on the top middle. The first thing that came to my mind were thorns. Could be elves but aren't they typically done in blue/white?
Actually, the top left and right almost look like somebody is picking up the cape there?

That color scheme says Dark Aelves to me, which the staff from before could also fit. I'm pretty confused at this point.

Dark/Shadow Elves/Aelfs? As Azreal13 pointed out, the thorn pattern is similar to the Dark Eldar deck design. The two new elves in Silver Tower were Shadow Elves, so we may be seeing them soon'ish.

Shadowkin is the term that's been used for them in the past, just so everyone knows.

They got first mentioned in the big AoS book, and are led by Malerion.

It is either shadow kin or dark eldar with some captured soulstones.

Possibly a new Gaunt Summoner? Or other Tzeentchian sorcerer?

Especially given the number of Tzeentch-esque Rumour Engine pics we've had from GW.

I went and looked at some closeups of that decking pattern and i'm pretty certain it's exactly the same.
Don't know enough about dark eldar to hazard a guess what it is, but after seeing the plating I'm convinced it's dark eldar.

Could be reused textures for a dark elf release since they share design elements.

At first glance, I agree, the pattern screams Dark Eldar (even if the gems don't).

Do we know of any Dark Eldar special characters who rode on a customized vehicle and who didn't have a model, and thus were removed from their codex?

This looks like a big base. Bigger than 32mm anyway.

Here is a pic with the raider front mesh overlayed onto the pic

Definitely a larger base, maybe 50mm, and the purple thing can only really be the tail of a cloak trailing on the ground. What it might be attached to, however, I have little idea except that it is most likely on foot and Eldar. Would be quite a surprise if it turned out to be an Aelf.

Well the engine has to get warmed up, maybe a bit of oil, a bit of grease, after a while of production it'll produce somethin' nice.
