So I'm doing a small Traitor Guard ally detatchment and want to include some Ratlings, but the Irish Midget Sniper Brigade doesn't look very...evil. Any thoughts on how to chaos them up a bit?

Maybe use something that has a robe/cultist feel? Like a stunted face-hidden underling, kind of like the ones described in the Word Bearers books You could use WHFB Night Goblins as a base model , would get quite a few for your money too

How about Skaven Jezzails? Wouldn't require too much conversion to make them look suitably 40K Chaosy.

While all these ideas are great, I was more looking for traitor ratlings. I'm trying to keep a "military" look for my guard, since they'll be fielded alongside Iron Warriors.

Well, they needn't be Ratlings at all. You could convert some guardsmen to have mutated to be one with their gun. If you modeled them hunched over severely so that their sniper rifle is merged in with their torso they'd look pretty creepy and would justify the Stealth rule due, in part, to their stunty nature.

Kinda like Obliterators Light.

Okay, think about this: Would the Chaos Gods reward every lowly traitor Guardsman with some sort of mutation? Probably not, right? Why not do Guardsmen models with the aquillas filed off, chop off the tip of the lasgun, add a little piece of paperclip for a longer barrel, reglue on the tip. Paint a eight pointed star on the right/left shoulder. Do some basic head swaps. Add some gas-masks, use an occasional cultist model. Voila.

Mutation isn't always a reward, though. It can be a punishment, or a matter of convenience, or just because. Chaos followers tend to flavour it as a reward because, well, they're kool aid drinkers.
