I tried to search through past threads, but didn't see this - it's probably easy, but I couldn't find anything one way or another:
For my game this past weekend I took Eldrad and traded all his powers for ones off the Telepathy list (I got Psychic Shriek, Dominate, Mental Fortitude, Puppet Master, and Hallucination). I had thought that Eldrad could target multiple units, but the argument was that I couldn't since a shooting unit couldn't target multiple enemies. IIRC no one can fire more than once in a turn, so I didn't think that was a valid argument. But I relented, and then ended up casting puppet master and hallucination on one unit. Another wrinkle came up in which there was debate whether I could cast 3 separate powers or only 2 powers (one of which could be cast twice), but that one I've read up on (although in the game I didn't want to waste any more time and relented as well).
Can anyone point me to somewhere in BRB or Codex that says yeah or nay to the multiple targets?

Hallucination is a Malediction and therefore doesn't effect your target in the shooting phase.
Pupper Master is a witchfire as is Psychic Shriek - those you could not target multiple different enemies.
You were casting the Maledictions before you moved, and the witchfires in the shooting phase, correct?

Eldrad hadn't moved. But shooting is one target or none - which makes sense, but I just wanted to check.
RE: Eldrad's tradable powers: I missed that in the FAQ. So they gimped Eldrad of one of his powers? Not cool.

Maledictions still happen in the movement phase, not the shooting phase. If you were throwing a Hallucination during the Shooting phase, you were wrong.

Oh, I was also reading on another forum that Eldar can cast from inside of a vehicle. When I was looking at the Psycher rules, I read that (for most powers) you needed LOS. Is there somewhere that I'm missing that says that Eldar don't?

BRB, page 67 - Declaring a Target for Psychic powers, you can cast powers from inside a vehicle but may only target the psyker, the vehicle, or another unit also embarked on the same vehicle.
Slightly in conflict with page 78 - Fire Points which specify the fire point can be used for witchfire powers, but since no Eldar vehicle I know of has fire points (any from Forgeworld? or just me having a mindblank?) not really relevant to you question.

The Eldar powers state they do not need LOS unless otherwise noted.

Eldar codex powers do not need line of sight to cast except for Mind War. Even Eldritch Storm doesn't need it (because the Eldar codex states that unless it specifically says that they do, they don't need line of sight), but if you do cast Eldritch Storm without line of sight it will scatter the full 2d6 inches if you don't roll a hit on the scatter dice.
However, as core rule book powers that are traded for Eldar codex powers are not Eldar powers then all of them need line of sight unless they specifically say they do not. So if you trade out Eldar powers for core rule book powers you cannot cast them out of Eldar vehicles.

Isn't Eldritch Storm a PSA? If so, it requires Line of Sight.
Eldar powers don't need LoS unless specified.
Storm is a PSA which requires LoS - meaning it specifies.
I could be thinking of a different power -if so ignore me. :-x

Oh dude, I totally agree! It just rustles my jimmies a bit that I can't go Rulebook power mode with him (at least, not without him being basically an over-priced Rune Priest)
Also very interesting note on Eldar powers! Had no idea the PSA could shoot out.

It's a PSA. That's a specific exception to the general Eldar rule of not requiring LoS.

A. Destructor, Eldritch Storm and Mind War (though they include a few exceptions to the normal shooting rules, as specified in their description).
Notice what I underlined.
The Eldar codex states the powers don't require LOS. This is one of the exceptions.
Regarding the Fire Point, the rulebook states:
a Psyker embarked on a vehicle can target an enemy outside that vehicle by using a Fire Point.
Note that it doesn't say it can't if the Psyker doesn't have a Fire Point.
I would like to say it can't without a Fire Point, but I don't have the evidence.

In their (the powers') descriptions. Each of those powers does something outside the norm of a shooting attack.
In the powers' description, is there an exemption to the requirement of LoS? From what I can see, none of the powers state that they don't need LoS.
Regarding the Fire Point, the rulebook states:

Doesn't say you can't isn't a valid argument - you have permission if you have a fire point. Find permission to use the power without one.

It's nice, however it's a PSA it is not given exception here. As thus it needs LOS.

My reading is that all the powers in the book need LOS unless specified otherwise. All the Eldar powers that aren't PSA (Destructor, Eldritch Storm and Mind War) are fine sans-LOS.
All this is fine with me since pumping out Fortune, Guide, and Doom is really all I'm looking for.
And I just read last night that Eldrad (or any other Farseer for that matter) can only make one PSA per turn anyway.
