The CSM Dark Apostle has the Zealot special rule and may also take the Veterans of the Long War special rule (for free). Why would I take VoLW? Does it really give the Apostle anything? If not, then why even list it?

It is pointless. It's one of several things, like Mechatendrils, that give the appearance of a rushed codex.

Its there for fluff reasons.

If it weren't, there would be somebody complaining that their Apostle is the newest recruit to their Heresy-era force and that its ridiculous to say that the newbie is so good.

It's purely to give you the choice between millenia-old demagogue, or recently-rogue Chaplain. No rules difference at all but it'll make you feel better.

If you read the Entry for the Warpsmith's Master of Mechanisms, it talks about a differences between repairing Vehicles without Mechatendrils (5+) and with them (4+). The Warpsmith always has mechatendrils though. It seems to imply that this may have been an option at one point, but was not corrected in later entries.

Aren't there psychic powers that can strip a unit of fearless, and others that reduce leadership? if so it's possible the VotLW's LD bonus would come into play...

You don't get 10(11) LD, it'd be reduced even without the +1. If you were -2 LD, it'd be LD8

It's there just for fluff, so you can give it to the Dark Apostle if you're making a whole army who are Veterans, so you don't feel weird about him not having it. Because it's mechanically redundant is the reason why it costs zero points.
