I looked in the new codex, but I didn't see anything about them using shields. Are they allowed to be equipped with Storm Shields or something equivalent?

It doesn't look like it, they can take some marks to improve invuln saves and some of the mutations give improved invulns if I recall.

The only way to get a 3++ is with your HQ

One of the wargear gives 4++, with the Mark of Tzeentch it goes down to 3++

The highest otherwise is Chaos Terminators/Possessed/Warp talons with Mark of Tzeentch for 4++

And there's nothing stopping you from modelling shields on them anyhow, just be clear that it's for looks or something.

There are no combat shields or storm shields in the Chaos Space Marine codex. When a new chapter turns traitor, they have to turn them in, along with any Land Raider Crusaders, Redeemers, and Land Speeders they had.

But they do get issued Autocannons!

I'm sure they kept the shields, but instead of using them to deflect bullets they put it on a pole and use it as a sledgehammer.

This is a shame, because there are so many beautiful shields in Chaos fantasy range.

If you want to, you could model them with the shields and give them the Mark of Tzeentch for a 6+ save, like a loyalist combat shield.
