I am playing against an eldar player soon. His army will include 1 farseer with runes of warding or Eldrad.
Is it worth spending points on a rune priest and/or space marine librarian (HQ for my Allies contingent: Scouts + Thunderfire Cannon)?

Yes take a rune priest or liby with a hood, dont use your powers untill eldrad or runes are gone, otherwise you will likely lose himto perils

Depends how badly you want that thunderfire cannon. The rune priest's blanket 4+ still works in addition to deny the witch, so would be more useful before (if?) the farseer dies. But wolves can't take the thunderfire...

The 4+ is not.used with deny the witch, you get the nullify, deny or tail talismans, use the best save.possible

Playing against space wolves, it does hinder my eldar if you block a power with the runic stick. Rune priests are top on my target priority.
The only eldar power you have to worry about denying the witch against is doom, unless he goes for BRB powers, so a libby has limited effectiveness.

What does the rest of your army look like? That is the biggest question for determing how much value your allies in general, and a rune priest or librarian in particular, will add. Generally speaking, the RP is better against Eldar because he can block all powers, not just maledictions. If you need the TFC for anti-infantry firepower though, you'd be better off going with space marine allies with a chaplain or captain.

If you do use Wolves, then I'd try to take at least 2 HQ units. While the Rune Priest is good at denying Eldar powers and could potentially even swing a game with that denial, a 50% chance can also end up doing absolutely nothing and you don't want your Rune Priest to fill the roles of warlord AND front-liner (necessary for Runic Weapon to work).
Also, while I agree that its usually in your best interest to not cast powers with RoW on the table, there are some certain scenarios where it is worth it to try (especially when your Rune Priest is NOT the warlord):
1) Broadsides... my most common opponent almost always fields Broadsides and Eldrad in the same army... its painful to play against. I can't pass up on the opportunity to try to drop a turn 1 Jaws of the World Wolf against those Broadsides and remove them from the game.
2) Rune priest lands an unsaved wound on Eldrad or Farseer in close combat - if you can pull off a force weapon instant death, then do it.
Keep in mind, against RoW you have a 50% chance to pass your test and a 44% chance to take a perils, so the numbers are at least even.

Thanks, I'd thought the FAQ allowed it but on checking I'm reminded it explicitly *denied* it.

Great, thank you for the advice!
I am running a very aggressive army build around logan grimnar. He is running in a landraider crusader together with a squad if grey hunters and the rune priest. Also have a drop pod filled with plasma wolfguard. So I decided to drop the allies section and include more longfangs and a TL lascannon dreadnought for fire support. The rune priest rather runs with logan than the longfangs to get him close to the farseer for his denial. I gave him Biomancy to further enhance the landraider squad.
