Im not a avid necron player or anything but my question pertains to how RP says reanimation at the end of the current phase.
Does this include subphases like for example:
A immortal is shot down because of overwatch however when the rest of his unit makes the charge, but before any blows are struck, because the intail portion of the fight subphase has concluded that the immortal would after base contact is made then get to take his RP?
Or would he only get to take it after the assualt phase is over, meaning he would not get to strike wounds if he Reanimated?

IIRC RP rolls are made at the end of each phase so I would say that means once all assaults that turn have been fought.
This would mean that any necrons taken down by overwatch would not attack that turn and that if all of them are taken down by overwatch (obviously very lucky rolling) then it is a failed charge.

The problem here is it still says current phase. There are multiple sub phases in each phase and the necron codex only says CURRENT PHASE. So does this mean each sub phase as well?

Not subphases, no. The very meaning of the word means that it's part of a larger, "whole" phase. As RP doesn't specifically mention subphases, it's the whole phase you go by.

End of phase means exactly thtat - end of the large thing called "Phase" and not the end of any subphase within it. The wording couldnt really be clearer....

Correct. Also, in the example given, if the unit is then wiped out in combat or loses and falls back/is swept then the Immortal won't get to make the RP roll at all.

If you have mindshackle scarbs and/or wraiths w/ Whips why wouldn't you assault?
Also Zahndrekh can give you hit and run so you charge get the extra attack and stop them from charging you. Hit and run latter if your a shooty squad.

Hit and Run on a 1/2 roll isn't worth using Nemesors ability for unless you have no other options.

Even against models with counter-attack, generally you'd prefer to have the extra attack yourself all other things being equal. Only thing you typically do not want to get into CC with as 'crons is dedicated melee stuff or marine-variants (which i'm aware covers a wide variety of armies). They can usually handle xeno shooting-style units just fine.
