So...I am down to 2 armies.
1. Grey Knights: They look cool and can be shooty
2. Dark Angels: I can get the starter for $40, they look cool, but I am guessing not as shooty as Grey Knights...and they have that GROSS looking hover vehicle.

They're both great at shooting, but go about it very differently.

Grey Knights go for low mid to short ranged rapid shooting to weaken the enemy squad and prepare for combat, this is helped by things like rifle dreads etc, whereas Dark Angels more kinda castle up and try and obliterate the enemy with rapid fire and then finish off any really weak squads with MORE RAPID FIRE, they accomplish this by spamming tactical marines, and keeping Termys in Deep Strike to react to any unit that gets too bogged up in assault ;3

Well the DA have twin-linked on their termies when they deep strike, the banner if devastation (makes bolters salvo 2/4) which makes ravenwing incredibly potent. Black knights have plasma on plasma and grenades that lower T (making your shooting, particularly bolters, that much better. Plasma everywhere. The greatest is you can combine all of these however you want, and most of your units can be scoring.
I can't speak much for GK, as I don't play them, but psyammo is fantastic (most things can take it), having henchmen as troops can give you a lot of good dakka, and psycannons are the bees knees.
So it comes down to personal preference, as you can see both armies cover very different shooting aspects. So ask yourself what kind of shooting you want to do, or just go with which one you think as cooler. They will both satisfy someone who wants shooting.
Sorry for typos I'm on my phone.

They both excel in close-range shooting:
Grey knights: basic unit is armed with a stormbolter, and have access to Psycannons (24" s7 AP4 salvo 2/4) with only 5 men and can be upgraded with psybolt ammo (+1 strength to the ranged weapons). Few things over s8 and fewer over 24" shooting range. limited special weapons (Heavy Flamer equivalent, psycannons and psilencers, aka slower RoF gattling cannons)
Dark Angles: Cheaper PPM, have a banner that increases RoF in 12" (turns bolters salvo 2/4), cheap as dirt tactical squads (10 points lower than vanilla) that can pack heavy or special weapon at 5 men. Can be effective at MsU spam in razorbacks. Plenty of options for support weapons (all the vanilla marine weapons)
Both are really good at under 24", but DA can be built to be more effective over 24" whereas its difficult for the GK to do the same. Also, while GK get 2 shots base, DA can get up to 4 per model, but run the risk that they will have the banner bearer sniped to death. Both can run all-terminators, (they are about the same cost) and the GK get some cool melee weapons, but that's beside the point.
All in all they are both effective, the GK tend to be more uniform in their lists (GM or 2, a pair of psyfleman and strike squad/termie spam, whereas the DA can be switched up easily (add on a Ravenwing, deathwing or normal greenwing, and all inbetween).

Definitely true, but don't forget the mobility of the RW. Completely different from castling up but still very shooty. Sorry for double post.

Certainly the better way to do shooty is Dark Angels. Also from a fluff standpoint the Dark Angels weren't murdered by a terrible fluff writer recently like GK. :-P

GK are a good starting army IMO. They're cheaper than most others due to the low model count. They are rather forgiving due to the overall awesomeness of the codex and they have multiple list types available in the codex.

Voted DA because you can get the starter for cheap. Both armies are shooty in their own way, it all depends on what kinda shooty you like.

As much as I would hate to agree, I really don't like GK. They are a good solid army that allows for mistakes. Great for a starter army.
Both armies in question handle shooting much differently though.

To be honest I feel the same. I don't like GK either, the models aren't to my liking, the play style feels wrong and the fluff is ridiculous. However, they're just a great army for beginners and new collectors to get to grips with both aspects of the hobby.

I disagree that GK is a good starter army.
I'd say that starting with an army that disregards the rules less would be a better option. That way the player gets a solid grasp of the core mechanics which is far more important than their starting win/loss ratio.
Editted because my first try was a grammatical Ward Codex.

You will have fun with them. Keep in mind that the army works like a swiss army knife and that there is more than one way to play them.
