Alright, here we go. I'm looking to build a new list from scratch, and I'm going with something that I think will give lots of lists a hard time. Let me know what you think. I can take it!

The two commanders go with the respective marker drone teams. Bikes stay in reserve, their sole objective being objective grabbing. This list seeks to do maximum damage to an opponent while providing a wide array of targets that demand attention. The weaknesses I see at this point are low troops, which will hopefully be mitigated by the fact that I have the two reserve units who will (hopefully) come on to the board once my opponent has been softened up.
Thoughts? Feelings? Etc.? I want to get my new army hammered out before I drop a chunk of change buying it!

You have 15 models which can claim objectives. and they're all incredibly easy to kill models. In a tournament setting your opponents most likely will have the common sense to focus wipe out these troops, and it wont be hard to do.

I guess my thought here is this: Fire Warriors are pretty easy to kill regardless, and TBH the Jet Bikes are just a little better than a troop tax, being that they can scoot around the board so quickly and snag opposing objectives. Obviously, I won't do that unless the units around those objectives are either dead or severely weakened. The crisis suits, while not that hard to kill with focused fire, aren't exactly "incredibly easy" to kill in my book.
Obviously, this is a very offense-loaded list. My goal is to lay down such a beating on the opponent that weak troops become a non-issue, particularly since they won't begin the game on the board at all. Every unit is highly mobile and, unless I face massive horde-lists, each of these units have the capacity to eliminate another unit on its own. If my troops do come on too early and get shot up, my goal will immediately become wiping out opposing troops so that the game falls to secondary objectives. If my troop manage to stay off the board/out of sight, I go hunting the biggest threats first.
So, I could certainly be wrong, but let's assume you are correct. What would you change?

Why no drone controllers on the commanders? With 6 drones each just dropping a drone for a DC means you go from on average 2 ML hits per unit to over 4!!! Doubling your output for 4points LESS!
What do you mean by TLMP on the Riptide? As the secondary weapon options are fusion, plasma and SMS? Ion Riptide needs EWO and the HBC variant needs EWO & VT surely that's the only reason to take him? Personally in this list I feel double Ion would be good as you've got AA with the Skyrays and then their MLs.
Not convinced the ATS are worth it on all the suits.
How are you keeping the Farseer alive? The Jet bikes won't do it, I'd get him a mantle then you can keep the bikes separate and out of the fight so they can grab objectives.
Otherwise looks a solid base to start from. You are low on scoring as mentioned above.

Sorry, a lot of this is just me typing up the list wrong. SMS goes on the riptides, the commanders DO have drone controller. I'll update the list accordingly, I would be foolish to not put drone controller on the commanders otherwise  .
I'll also transition from the HBC-tide to another ion-tide, I suppose I over-estimated the necessity of anti-air saturation, particularly since there is not a huge air-presence in my local meta.
That leaves me with 22 points (removed the earth-array from the new ionside as well). I'l look at putting the mantle on the farseer, but any other suggestions? I guess the crux is, will this be competitive in that iteration? Will low-troops hurt this particular list that hard? It does have four scoring units, which though fragile is not incredibly low for a competitve build, or so I thought!

It depends on how you play it. You've enough firepower to kill plenty of armies. You are low on scoring you need to be aware of that but you can mitigate that with play style to an extent.

Not with a mantle it doesn't as you never want him within 12" of the enemy.
