So I am newish to 40k. I play a lot of OO I like the way that looks and the rules are ok, lets try it.
Ignoring the fact that the new codex comes out soon, this is for a game Tuesday.
Vanguard vets, 6 man in a Las/Plas razorback or 5 bikes, flamer and combi flamer? The current tactical thought with the vets is to lead in the razorback to screen for my LRC with 5 th/ss termies. The LRC and Razorback should it live, disembark, the termies assault, the next turn the vets join the fray. then they both do the assault the line thing, forcing the opponent to choose one or the other for overwatch. The bikes would be a harassing unit on the flanks. The flamer and combi-flamer are to help prevent getting charged, while dishing a bit of ouch to a unit they attack

Personally I would go for the bikes every time. Vanguard are (currently) not worth the points and are really only good for Heroic Intervention (which means they need their jump packs).

Well, it appears that in the new SM codex things will change a bit. No more heroic intervention. But Vanguard Marines in the chapter of Ravenguard get stealth and mobility. I'd wait until the 'dex is released.

True (which makes Vanguards even less worth taking IMO), but as the OP stated this is for a game on Tuesday, well in advance of the new Codex so he's working with current Vanguards vs Bikes.
Bikes win, every time (T5, jink save, extra movement .. how can you go wrong?)

Bikes... they are worth their weight in gold. Twin linked shooting with bolt guns plus being able to charge after shooting rapid fire. That's a double win in my books.
