Exactly, the Emperor was almost choked to death by an Ork even at the height of their legend too.

10k years of storytelling has turned them into gods, seeing them in person would likely be disappointing by comparison.

As Psienesis points out the Eldar don't need to exist on stories of events long past, the Lords are active and achieving these feats now with living Eldar able to say "I was there when he did X" in some cases.

Chapter Masters are in the league of the best Autarchs, highly trained warriors who proved themselves exceptional among highly trained warriors. The Phoenix's are being of incredible power 9 times older than even the oldest Chapter Master and the very embodiment of the Eldar way of war.

They exist in the game stats to give the Eldar the kind of fighty HQ's the other races have (whether they succeed or not is another matter) but they have been scaled down to exist in the 40k power range. It's pretty common, look at the old C'Tan stats, were these really the stats of such a powerful being?

A bit off topic, but do you think that the Phoenix Lords are really powerful Latent psykers? As I said, they must be like miniature infinity circuits due to the thousands of powerful souls inside them and it would explain some of the *impossible* things they do. Baharroth creates blinding light out of his own soul power, Jain Zar can Liquefy a brain with an unaugment scream, Fuegan can set people on fire by looking at them! Karandras can literally melt into the shadows and Maugan Ra's shuricans disappear after they are shot, meaning that it might be Maugan Ra 'creating' the shots out of psi energy, how else would he have enough ammunition to fight the tyranid horde? What do you think?

All Eldar are latent psychers. Any Eldar can walk the path of the Seer. Given time a bit of bad luck any craftworld Eldar can become trapped on the path and eventually become a Farseer.
