When my IC is in a challenge and the enemy IC activates his Force Weapon after I take an unsaved wound, can I attempt a Deny the Witch roll as it is technically a psychic power targeting me?

No. Its not a psychic power targeting you. Its not a psychic power at all really. Its another use for warp charges. In any even IF it was a psychic power and IF it had a target, the target would be the weapon, or the psyker himself.

I'd read the force rules on page 37 as it clearly answers this question in the 3rd paragraph.
