Well it's a good thing a Riptide is a 'Jet Pack' Monstrous Creature, which dose give him permission to move to the upper level.

You may be thinking of the XV-107 R'varna, which is a normal MC.

it is a monster with a jet pack.... MONSTERS can not go on top of ruins.

Does the page specifically allow jet pack monstrous creatures to go on top of ruins? cause they seem pretty specific about all the other units allowed on top of ruins.

At this point I need to suggest you go back to the Unit Type section of the rule book and read exactly what Jump and Jet-Pack units are. They are unique in the requirement that a secondary Unit Types is present. For this reason you will never find a unit type that is purely 'Jump unit' or 'Jet-pack unit' but will always encounter 'Jump infantry' or 'Jet-Pack Monstrous Creature.' An entry like that in the Unit Type field doesn't represent standard Infantry or Monstrous Creatures with unique war-gear but informs us that they are beholden to any and all restrictions/permissions granted to both unit types.

In this case the rule grants permission for all types of Jet-Pack unit onto the upper floors of a ruin so a Jet-Pack Monstrous Creature model is just as able to evoke it as a Jet-Pack Infantry model.

OK then the word placed then implies that there is no difficulty in getting the model to stay where it is. If the model is wobbly which I would guess it is if it is carefully balanced on top of spikes rather than "placed" on the top level of the building. To me personally I would never allow this in one of my games just because it would look like crap. It would be visually unapealing to see a riptide balanced on top of a building that was in no condition to support its weight. But then again my group is into spirit of the game forgoing obvious RAW errors to allow our battles to "look cool" rather than WAAC power gaming.

If it is wobbly then it's a textbook case of WMS and you move it to a safer place while counting it as being on top of the ruin.

It would only be WMS if the model was physically capable of sitting on the upper floor of the ruin, but putting it there would be hazardous. It is not.

Clearly we should be allowed to make a little tripod of Space Marines and stand one on their heads. As long as he isn't over 2" off the ground, they're still in unit coherency.

Yes, Jet Pack units can go to the upper floor of a ruin. That isn't the issue. The issue is that the spikes are not the upper floor of the ruin, and the Riptide cannot fit on the upper level as it is. As far as the rules are concerned, the Riptide is floating a distance above the upper level of the ruin, which it isn't allowed to do.

There is no impassible terrain here.

In that situation I'd give him the benefit of the doubt. But in a tournament situation, that would be illegal. Think of it this way "could he stand there without the base?" I know most models are unbalanced, but if it's a flat surface then it can, if it's a set of spikes, it would fall off just because it is a massive metal battlesuit balancing on top of a very old, derelict, falling down ruin.

The Wall of the ruin is Difficult terrain.

Standing on top of Difficult Terrain is certainly allowed in the rules.

So what you're saying is in a tournament you should invent a rule that is not in the rulebook and then insist that your opponent follow it? Nothing in the rules says "pretend the model doesn't have a base", and the fluff of the situation is not rules. You could just as easily say that the Riptide is hovering up there using its jet pack and not actually standing on the ruin.

It is capable. There are clearly three points of contact (the three spikes) to make a stable surface for the Riptide to stand on. However, it will require a lot of careful balancing and the slightest bump of the table will knock it off, so it's a textbook case of WMS.

I like the "clip off one of the spikes" comment. Genius.

Our local store had buildings like that. Over the years, they actually have all snapped off. We suspect it was the player that kept stabbing himself in the face with them anytime he wanted to check TLOS.
