So for just under double the points of a rhino you can get an AV12 assault transport (10) skimmer that has to deep strike turn 2 and takes up a fast attack slot.
1) can they start on the board turn 1 with an upgraded sky shield landing pad
2) what sort of strategy can you use with them
3) assault turn 2 or turn 3? They can't assault the turn they arrive?

I believe you may be looking at out-of-date rules. Imperial Armour Aeronautica (2012) p.73 is the latest AFAIK.
It's a Flyer with the Hover type, so it can act as a fast skimmer but it isn't actually one. Nothing says it gets to deep strike turn 2; it comes in from reserves as normal, meaning you have to roll for it.
It's more points than that, over 2x Rhino.
-As flyers they should be able to start on an upgraded sky shield.
-Because they have frag launchers they're great for delivering the overpriced Possessed marines who don't have grenades, if they need to assault anything in cover.
And since they're flyers and don't immobilize themselves like drop pods do, you can use them all game long after they arrive to move your models around the table.
-Even though they're an assault boat, earliest you can get them into combat is Turn 3 without using the Sky Shield since a unit can't assault the turn it comes in from reserves.

I used to use Dreadclaws, they're 85 points in IA and full of fail.
You're not going to be assaulting til turn 3 IF the dice gods are with you. You have a pretty decent chance of never assaulting at all.
The thing is AV 12 and even if you manage not to get immobilized because it has a pretty big profile and anything it bumps immobilizes it, any serious AA will blow it out of the sky and possibly send your CSM into a crater.
You are never going to use its "hop back in the funclaw and ride across the board" unless you're stuck in a drawn out game, and if that happens you already screwed up.
Even funnier, FW went full dummy and made the Kharybdis equally fail, except now it costs more than a fething land raider.
tl;dr CSM still have no good assault transports and Dreadclaws are worse than rhinos.

There was talk that FW was going to be putting out a new dread claw model possibly with new rules as they tend to do, in the not too distant future, so maybe revisit it then?

Nope, I emailed them and they said that they will be using the rules in Aeronautica, with no plans to update.

New rules for them are supposedly coming with Heresy III along with the official kharybdis rules, both of which will likely include Chaos 40k rules.

Yeah, that's true. But if it's going to be playable in 40k They could have at least made the Chaos Version of it, "Warped" ? I unno... I'm a stickler for my spiky bitz <3 lol
