Subject: 1st model painted after 4 years...go gentle (Tempestus Scion)
What model did you use? It looks so much nicer than a Cadian IG.
It's difficult to give you good c&c because of the picture quality, but a few things come to mind. First is the the mouth. It looks yellow. Is that supposed to be a beard? If it is, I would get rid of it.
The second issue is the boots. I don't know if you missed some spots or if it's meant to be damage/scratches. I would use brown or metal to show damage/scratches instead of black. I would also do similar damage/scratches to the chest and arm armor.
Lastly, just to give it a little more color (right now it looks yellow, black and red) I would paint the scope on the gun either green or blue, the grenade on his chest green and the emblem on his hat white or gold.
Overall, a very, very nice model and paint job.What do you plan to do with the base?

It's a Scion (one of the new ones, I had a moment of weakness and bought a box...or 2....) and how would I improve pic quality? the Camera I use is my iPhone, and I have NO idea on how to take pictues well.
The mouth's meant to be a beard (I promise, it looks clearer in reality and since uploading this picture I touched it up a tad) and yeah, I realised how badly i buggered up the boots now :s

And about basing, I'm going to be honest, I have no idea how to! I completely forgot when I was making them, but future minis from this army will basically be badlands style sand and rubble

You should really clean up the base rim, and finish it up. Honestly, I can't really see anything because the pic is blurry. From what I can tell, it looks a little sloppy and rushed. First things first though, you really need a clearer pic. Here's a video from from this thread.
Like the others said, the photo is out of focus, so it's hard to give concrete advice. However, from what I can tell, the colour scheme is really lovely, and you've done a fantastic job with the weathering. I actually like how you're not overdoing the colour, it gives the model a more grim-like appearance.
One thing that I would recommend is painting the lens on the weapon like you would a gem, and then adding a touch of glossy varnish on it. That way, it shines and looks like an actual lens, rather than just a blotch of red.
Anyway, very nice model, especially for not having painted in 4 years! Definitely does the model more justice than the turquoise colour GW uses to show them off.
What do you call a lasgun with a laser sight? Twin-linked.

That sand/gravel looks a little too big, I would look for finer sand. Also, it's a good idea to paint the plastic base first before gluing sand to it so you won't see any black showing through underneath. I'm not crazy about the sand/gravel color. I realize that it matches the armor and that's the whole purpose of wearing camouflage, but I think it matches too much. I would do a light brown base and then do a very light drybrush of the yellow.

The pic quality is so low it's hard to say anything... but I can tell you that you need to put more on a lens than just red. In fact, you can see how Phil Kelly does it now that GW has actually started releasing painting demonstration videos.

Beret's purple for 3 main, and super important reasons which I totally did not make up just before painting it.
1) Forget about this point
2) See point 1
3) I honestly don't know, a mixture of me liking purpley mauve colours and it contrasts with rest of model (and fits in with the Sgt. Pepper's Lonely Hearts Club thing I've got going)
