Probably because theyre both so rare in many gamestores (oddly enough mine doesnt have a single necron player....that is that plays anymore lol) so they dont know the tactics to beat them. Necrons might come back a little with the Jink and Skimmer and Chariot changes though. Then again they arent a weak army by any means, just not auto-win like Eldar.
Didnt include tau there because the Riptide cheese is gone. Non-riptide cheese tau actually takes some thought lol.

Necrons were pretty much in the upper third or better throughout all of 6e and it seems they'll be set for all of 7e unless the next codex is terribad.
The book is very solid and both edition changes it has gone through have been favorable to it.

As of the new edition, I'm going to have to go with Daemons as they steamrolled me with the new Psychic Phase. Forget the FDPs, they didn't do too much. It was a single Keeper of Secrets with the rage-inducing 2+ invul who soaked up lots and lots of high and low strength weapons without a scratch and instantaneously overran my big blob with I10. And he was rolling so many dice for Scorched Earth that it would've taken a miracle to deny. Owwww.
Also, CHARIOTS. Any army with CHARIOTS. I'm looking at you, 2+/3++ Lord in Catacomb Command Barge.

1. They have relentless now
2. The owner of the chariot gets to choose whether incoming shots hit the vehicle or the passenger. So, using the CCB as an example, the owner can make S6 or lower weapons hit an AV13 vehicle and any other shots have to deal with 2+ or 3++ (people generally don't get as much dakka when weapons have high strength)
3. For Necrons, the CCB itself gets to reanimate if killed, we determined at our FLGS.
4. No love for the IG
5. Another rule or two that I can't even remember.

I also voted Wolves because of Wolfy goodness but in reality because when it comes down to basics, Grey Hunters, Wolf Guard TDA and Long Fangs (and maybe Rune Priests, haven't play tested them yet) are still a reliable cornerstone to support an army.
At least in my opinion.

Daemon summon horde has my vote for strongest build at whatever point value.
Eldar have my vote for overall most well-rounded good army, followed by Tau.
