Does it say "use the highest of the tied values" or just "in the case of a tie, use the highest value"? That might be where people are confused. I'd imagine - but don't know, since I don't have the 7th edition rulebook and don't plan on getting it anytime soon - that there's a part before that which says something like, "use the majority value" which would infer that you use the highest of the tied majorities.

Yes, Iron Arm got an upgrade and a nerf both. The straight +3 is nice, better than before (where the average was +2 and only 1/3 of the time did one get +3), but the loss of EW is somewhat of a nerf/balancing. That said, at T9 all Mephiston has to worry about is D weapons and weapons with ID.

On the other hand, he gets smash which instantly cures his 2+ save weakness, and if any of the Psykers roll up Endurance; they ALL get EW and 4+ FNP.
With Loth, you can select Endurance, Invisibility, and Forewarning to ensure that they're as tough as can be right off the bat.
Fish for Hammerhand and sanctuary with Draigo to further beef them up If you can get Gates that's good too as you can increase your threat range.
Dig around Biomancy for warp speed and Iron arm for those who can get it and tasty psychic shooting in the form of Smite.
If you have enough warp dice to go around, this star obliterates anything it touches, and between invisibility, endurance, and the sanctuary improved forewarning you're not going to give a single feth about majority toughness.
At this point, go nuts, kill everything you touch.
You're easily as tough if not tougher than a screamer star, you can fly around like an ass and are probably the most destructive unit I've yet seen in 40k.
Since this is unbound or apocalypse, you may as well just field a big ass grey knights army to have a ton of dice.
Hell, invite Iron Father Smashfether, Chaptermaster Smashbane, and Lysander too while you're at it.
No scratch that; Shove every Imperial Psyker and Beatstick you can because FETH ALL THE THINGS.
It would make for a truly lulzy apocalypse death star made out of a conga-line of heroes.
Call it the Emperor's finest star. Watch your unit tear apart Primarchs and Bio-titans in CC. Kill everything that moves. Leave nothing alive.

when the most recent ba codex came out, my boyz got slaughtered, time after time... mephiston, the death company-librarian-bloodtalon dreads, astorath, the waves of assault marines... the whole codex just seemed broken from my pov...

The problem with said Phist-Star is they will only be moving 6"/turn. Now they could spread out to help engage enemies, and pretty much anyone who they reach will die. But short of that, they won't be doing much. Lascannons and plasma guns will be able to chew them down probably.
Also remember, psykers cannot cast ANY powers other than Witchfires out of fire points while embarked in a transport. So there will be no buffing until you exit the transport, which the psychic phase helps to come true now.
I think a Great Unclean One with Iron Arm and Endurance and a Balesword, or two of them, could take on said Phist-star and come out on top though. Last I checked, his rules prohibit him being with a DA army. There is no DA army in this scenario we are building, there are 1-2 DA units mixed in with other guys as well. Not to mention, nobody knows what Cypher looks like lore wise anyway so they could be working with him the entire time.
Also, outside of tournaments, it is entirely possible and playable to have Cypher with a DA army, just need to work the lore, this is direct from my local GW store manager, you don't get much better than that.

I expect the dataslate will have a similar errata as the the codexes; "replace all mentions of "XXXXX army" or "Codex: XXXXX" with the "XXXXX Faction."
In this case, replace XXXXX with Dark Angels.

Possibly, it looks, lore wise at least that the proverbial crap is about to hit the fan and people are allying with anyone they can to stop their enemies, including allying with other enemies. Also, the DA themselves won't be too happy with their own allies summoning Daemons and such as this is is antithesis to their beliefs and purpose, so the 40k universe is now a, do what you can and ally with who you can motiff atm.

I feel a bit bad for you, but I can still give you one advice about Mephiston.
Now that he can't fly you can try to tarpit him. A big squad of Ork Boyz should keep him busy as they're fearless and he can only kill a few every turn.
