I don't see why not. Space Marines used to use some guard stuff back in the ye olde Horus Heresy. Maybe Forgeworld can release a Space Marine version of the tank? That would be kind of cool.

I don't see why they wouldn't requisition or use them on a battlefield, but the actual Space Wolves would never man the Leman Russes, they'd leave that to underlings. It makes sense that they'd occasionally have a detachment of guard on standby with artillery, but it shouldn't be in their codex.

They were always kind of a lame inclusion in the first place, and were only included purely because of the name. The tank doesn't really fit into any marine battle tactics, it didn't fit the army at all in terms of mechanics.
The name comes from a time when Leman Russ was still a 41st millenium "Imperial Commander", before there was even such a thing as Primarchs.
Besides, Leman Russ tanks are described as cramped and small even for guardsmen, how 8 foot tall super soldiers in power armor are supposed to fit inside is beyond me.
That said, there's always the option for Unbound lists or an IG detachment for including them if you *really* want them.

I don't think it should be in the codex as it's not a SW thing really, too much conflict in role with predators too. If you feel it fluffy, allying guard is an easy way to get them and very effective too.

I mean, seriously. You ally as battle brothers. A single allied detachment of guard can give you SIX leman russes. Fully kitted, and with pask, you're looking at like 1200 points of tanks per ally slot. By that point, you're not even playing space wolves any more.
If they can include an unreasonable number in their army, then they can certainly include a reasonable number without having to change any rules.
