Wondering if Orks looting a steam engine would be legal as a looted wagon? Or, if this is too messed up year-wise (1900 + 40K). Had noticed that 40K and Lionel "O" scale look pretty good side-by-side, and have more than one steam engine banged up enough for donation to cause....
Fluff-wise, different parts of the 40K universe are at wildly different technology levels, so doesn't seem unreasonable to me that someone's still using 20th Century steam tech - it's simple, reliable, and works. And that's good enough for an ork to loot
This would be a sweet conversion. Grots shoveling coal. Ork engineer with one hand on the whistle. Cow catcher at the front with some krumped humies on it.
You could even have killa-kan arms laying down track in front of the locomotive and killa-kan arms in the back picking it back up and passing it forward!
Hell, the recent Raven Guard vs. Orks novella has the RG assaulting a land train created by the orks.
In the Space Marine game the orks have hijacked an imperial train and are getting to the titan factory on it, you fight them on it... trains are definately still around
The tracks idea is nice perhaps using some off a military model vehicle... an old tank or halftrack... just a matter of finding a kit with a good size track for what you need. Or even scratch building some tracks... (sounds like a lot more work however)

It's just stupid enough that orks could make it work, I'm imagining a pair of pincers/claws on the front of the train laying down track as quickly as it moved and another pair at the back picking them up and passing them forward.

Or just make it a Land Train. Nice nod to the Squats and a little bit of in-universe justification.

Really appreciate all of the ideas. Working on a few thoughts. Going to try to make some time-sliced versions of the "looting". (When the Orky's find the broken hulk -- then when it is working....)
Been reading articles on how to make good rust and also been looking at photos of rusted out locomotives.
If you need some more inspiration have look at this http://en.wikipedia.org/wiki/Woodham_Brothers that's the scrap yard where a far few of the steam locomotives that belonged to British Rail went when they were phased out for new Diesel-electric locomotives as part of the modernization plan. Hopefully that will be of some help
