You are absolutely right.
What an SOE does, however, in some states, allow door to door "visits", detainment without arrest or council, suspension of the right to gather, as well as suspension of the right to self defense.
So in effect, a quasi "martial law".
I wish I was making this stuff up, but Im not :(

The Fed already has that power via the CDC:
The federal government derives its authority for isolation and quarantine from the Commerce Clause of the U.S. Constitution.
Under section 361 of the Public Health Service Act (42 U.S. Code § 264), the U.S. Secretary of Health and Human Services is authorized to take measures to prevent the entry and spread of communicable diseases from foreign countries into the United States and between states.
The authority for carrying out these functions on a daily basis has been delegated to the Centers for Disease Control and Prevention (CDC).
And for something Connecticut "centric"
What is a state of emergency?
In the event of serious disaster, enemy attack, sabotage or other hostile action or in the event of the imminence thereof, the Governor may proclaim that a state of civil preparedness emergency exists, in which event the Governor may personally take direct operational control of any or all parts of the civil preparedness forces and functions in the state. Conn. Gen. Stat. Sec. 28-9.
The Governor must file the proclamation with the Secretary of State. Upon filing the proclamation is effective.
The proclamation gives the Governor the power “to modify or suspend in whole or in part, by order as hereinafter provided, any statute, regulation or requirement or part thereof whenever the Governor finds such statute, regulation or requirement, or part thereof, is in conflict with the efficient and expeditious execution of civil preparedness functions or the protection of the public health.”
I hope he suspends the ban on Sunday alcohol sales!
Once a state of Emergency is declared the Governor has broad powers to keep order and protect residents:
The Governor may order into action all or any part of the department or local or joint organizations for civil preparedness mobile support units or any other civil preparedness forces.
The Governor shall order and enforce such blackouts and radio silences as are authorized by the United States Army or its duly designated agency and may take any other precautionary measures reasonably necessary in the light of the emergency.
The Governor may designate such vehicles and persons as shall be permitted to move and the routes which they shall follow.
The Governor shall take appropriate measures for protecting the health and safety of inmates of state institutions and children in schools.
The Governor may order the evacuation of all or part of the population of stricken or threatened areas and may take such steps as are necessary for the receipt and care of such evacuees.
The Governor may take such other steps as are reasonably necessary in the light of the emergency to protect the health, safety and welfare of the people of the state, to prevent or minimize loss or destruction of property and to minimize the effects of hostile action.
In order to insure the automatic and effective operation of civil preparedness in the event of enemy attack, sabotage or other hostile action, or in the event of the imminence thereof, the Governor may, at the Governor’s discretion, at any time prior to actual development of such conditions, issue such proclamations and executive orders as the Governor deems necessary, such proclamations and orders to become effective only under such conditions.

It is infectious and can be passed if the proper precautions are not met. Even in developed countries people can get sick and die from this disease; no on has claimed otherwise.
The issue is people can't differentiate between an couple of isolated cases (perfectly reasonable and easy to negate) and a massive full scale outbreak with throngs of dead littering the streets (near impossible).
Isolated...now. If you have to be in space suits to avoid getting it, how the hell are you going to keep this from spreading in the 99% of the world without space suits? Even in developed countries, how many hospitals have space suits?
Again, Frazzled confused. NPR is on the computer saying the number of cases is increasing exponentially.
I think to be safe I'm just going to spray everyone who gets near me with lysol. From orbit. Its the only way to be sure.

Again, before assuming that Connecticut will become the epicenter of the dystopia, read the Governor's declaration as it specifically mentions two articles in the General Statuses Section that are relevant to the declaration and do so with a measured amount of restraint.
Even though I'm not an expert on how the state of Connecticut functions, I think it is important to mention the declaration is titled a "Public Health Emergency" and not a "State of Emergency." Depending on the laws of the state, that might be an important distinction.

I suppose, but I just question how anyone could even enjoy sex knowing that ebola might be a concern....like either party. I dunno. You can't "enforce" something like that, but it would be nice if people consensually engaged in a period of abstinence if they know the details of their personal health.
I think thats a fair way of stating it.

Panic, no. Be more conscious of your own health, absolutely. Wear a rubber, well....I think thats common sense but isn't ebola another pretty good reason to add to the list?
Personally I've put additional gloves and alcohol based sanitizer into my EDC first aid kit. Having lived in dangerous areas I got into the habit of carrying one at all times. As a former health worker I have a ton of training on how to avoid cross contamination in daily life...most important part IS to wash your hands frequently & don't stick fingers in nose/eyes/etc. I also think its prudent to take part in the public conversations surrounding how to increase the resiliency of the US preventative infrastructure. Personally, I wouldn't go near an airport or hospital unless I have to....but who really goes to either of those places for no reason?
I'm also all for burning anything contaminated by this crap. Including apartment buildings, personal possessions, cars, etc. Then again, there are lots of people on this forum that think my response is way over the top. <shrug>

What exactly is your problem?
My standard pack for EDC was 6 pairs of nitrile gloves (to avoid possible latex allergy complications) with hemostatic powder and trauma bandages along with the standard kit you'd find in a store bought pack (minus the gobs of useless band aids). For the last 4 years I lived in an area where the biggest concerns were traumatic wounds and issues of homelessness as opposed to viral cross contamination by ebola. I also swapped to a larger package of glucose tablets since low blood sugar is a real issue with a lot of injuries. Most of the time when cleaning a wound, the primary concern is clearing foreign material (such as dirt, garbage, dog saliva/plaque, etc) and then stopping bleeding. If you aren't in a hospital setting then soap and water after following appropriate PPE procedures (most especially proper glove removal) is more than adequate in MOST situations you'll find in a developed urban setting. I keep a significantly larger stock of first aid stuff in my FA bag at home so that I can add to or remove items as needed per what I think my own situation will be that day. Over the weekend I added an additional 10 pairs of gloves and alcohol based sanitizer, mostly for my own peace of mind. If I were going into a situation where I would not have ready access to running water and soap, obviously I'd carry sanitizer. Additionally, for minor abrasions I carry anti-microbial aerosol spray bandage.
And yes, its a very nice kit. I re-purposed a shotgun shell holder and it fits nondescriptly in my backpack side pocket.
The only reason I'm even addressing this is because your comment is designed to undercut my points about public health, which is LUDICROUS. I mean come on dude, why would you do that?

Its looking like positive pressure suits are going to be SOP for ebola treatment. Probably should have been from the start, but hindsight and all that.

I am doing this because I think that your posts on this subject are a bigger thread to the public health than Ebola by doing stuff like posting that the friend of a friend's relative has Ebola now, posting that a plane has been quarantined for Ebola because some guy puked on it when the very article you posted makes it clear that everybody has already been cleared. I'm doing this so that I can help others look past the panic that is very present in your posts and to provide them with facts so that they can make informed decisions about the severity of what is happening and how it will realistically affect both our US members on this board as well as our international members.
I'm doing this to provide knowledge to the people reading this thread and to try to minimize the damage that panic can cause.

Yes, I was told that a friend of a friend's mom contracted ebola. I also posted the screenie of the convo. And of course I posted about a plane being quarantined after a guy started puking, because that actually did happen.
