Your best bet would be to find 28mm U.S. Vietnam war figures given that Catachans are loosely based on the Rambo/Special Forces cinematic stereotype.

May I ask why no resin? Because you should totally check out mad robot's DaNamian jungle fighters though. His resin is extremely easy to work with & he does very quality work. Plus he offers a custom squad builder that lets you mix & match arms, legs, torsos, heads, guns, & special weapons. Plus he makes really cool ogryn that match.

Short answer is that due to the shavings I have no real place to build the models during the winter( I usually do it outside.)

Provided that you dont grind an entire resin model into dust and try to snort it, you wont have any issues with the dust.

Scraping with an xacto knife wont create too much dust.

This. Resin is no worse than any other material, if you're afraid of resin shavings then metal or plastic shavings should be just as scary.
