I think the new Skitarii rangers would be an interesting fit as the basis, just have their robes either be black or yellow and then have lots of metallics. You would need to corrupt the Adeptus Mechanicus sigil on their chest, but it could certainly work.

You could make them look like factory workers/industrial types. Give them overalls and tools for weapons etc. Necromunda models could be a good base. I did a few cultists last year, you might find them somewhere in my gallery

Ether that or the Iron guard guys type conversions off Mad roboto or Vic stuff.

Skiitari would be a great conversion source, especially if you can spread the cybernetic bits through a large unit by mixing them with normal cultists and various other humans. I can also see some IW cultists replacing their arms with cables or sensors, and lots of them wearing techy backpacks. Necron limbs could also be a good source, if disguised to look less Necronny.
