They are the little garden gnomes in bathrobes that Deathwing carry around with them.

Actually, I think that these relics are just random items that the Fallen (who don't even exist, move along) had in their possession during the fall of Caliban (which just was a freak accident, nothing to see here) and were charged with some kind of psychic energy. Those of the first legion who fell to chaos can recognize this warp signature, because they carry the same within them. This is all just speculation but to me it seems the most plausible that some sort of warp-borne doom and gloom is radiating from these items because it scares the gak out of lesser men and boosts the terminators' psychic defenses and willpower.

I believe its meant to attract the fallen to the deathwing. Also the reason the watcher carries it is because the watchers are immune to chaos corruption, the anti chaos if you will. They come to zaharial in the hours heresy dark angel novels and you learn quite a bit more about them.
