I want to start a space marines chapter because my imperial guard are to expensive at the moment, and I want to run a more elite army. My chapter will run with my guard, heavily soviet themed. I'm thinking red/ burgundy colors (to match my regiment's colors.) They are crusading to recover three sectors lost to widespread Chaos rebellion. They are a chapter, of Ultramarine seed, with pure seed, who are fleet based, taking recruits from liberated planets, they were founded in the 41st millennium, their hero is the chapter master who liberated a whole sector, they are codex - adherent, follow terror combat doctrine, and believe in Emporer above all/ purity of flesh. This ties in with my guard since they liberated their home world and to repay the dept they send regiments bearing the color red (in respect twords the chapter). I got this from the 1D4chan roll tables ( good results I think). Onto my question, what should I name them? What should I paint on the shoulder plates? How would I carry out "terror" doctrine, and what would the chapter tactics be? Lastly, is the fluff good or should I change it?

Personally I would not build an army based on random table rolls. That's more of a tool for randomly crapping out a fire-and-forget Space Marine Chapter for RPG background colour in my opinion.

But if your set on it, I'll give it a go.
Red and soviet and reclamation themed, so maybe stick with that for naming. Something like the Iron Hammers or the Red Liberators.
Chapter Icon based on name, or theme again. So maybe a hammer, a five pointed star or a broken shackle.
For terror tactics maybe some Cold War type threat of complete and sudden annihilation, or KGB/super-spy type psyops.
And lastly as Ultramarine successors they should probably use Ultramarine chapter tactics.

Terror tactics doesn't seem quite Ultrasmurfy... more Raven Guard or Space Sharks. Ultrasmurfs are all about fighting conventional, Codex-adherent wars.

If you want them to fit with Soviet WW2, i'd suggest to run them as heavily armoured formations perforing enemy lines and then go deep into their back lines (if thr term is correct). A very /k/ colour scheme could work, I mean something in black, kaki or even winter white with some touches of red paint. If you want more inspiration, perhaps look at soviet elite units like paratroparatroopers and late WW2 armoured division of the guard

They can still have UM geneseed and use their codex-gleaned tactics for terror purposes.
I mean, look at the Mortifactors. UM descendants, but have very different beliefs and customs.

The whole terror tactics thing reminds me of the night lords. That can be a surprise plot twist for your chapter, they're actually night lords descendant

Space Marine flyers are shaped for the greatest possible air resistance so that the air may never defeat the SPACE MARINES!
Sternguard though, those guys are all about kicking ass. They'd chew bubble gum as well, but bubble gum is heretical. Only tau chew gum

I guess the terror tactics could be more about propaganda than what the Chapter actually does. They do the same surgical strikes and quick operations you'd expect of Space Marines but also make sure to record it all so they can scare enemies with suitably edited pieces of "leaked combat footage".

Well, all Space Marines are basically terrifying to the regular Joe Imperial Citizen. They're seven-feet-plus with extra organs and the ability to spit acid. Also, bigger than Bigguy McLargehuge. Way bigger.

So while they might specialize in infiltration and stealth-style tactics, that's really not the same thing as "terror tactics", which often include things like blowing up civilian density centers and the like, rather than engaging military forces.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.

You could always choose from the preexisting chapters. Plenty of them are codex and most have very little fkuff surrounding them. The Genisis, red Templar, crimson Castellans, sons of orar, to name a few
