I played a game against an Ork player who had +1 to cover saves and move through cover in ruins. I am trying to find which formation and/or warlord trait gives these abilities. Can anyone help me out?

Hrmm, that seems odd.
BRB, p38, Maximum Save: "no save (armour, cover or invulnerable) can ever be improved beyond 2+."
A roll of 1 always fails. Right?

Ah, I see. I read the OP as the Ork Player was taking a 1+ cover save, which seemed really weird. (Note: it is possible to get as low as 2+ with Night Fighting, but not 1+). Hence my response. Reading the OP again, I see what the original question was asking -- how did the Ork player get a bonus (+1) to the Cover Save. Got it.

Kommandos also have stealth (+1 cover saves) and move through cover as part of their special rules.

It was either Kommandos, or Conqueror of Cities Aka best warlord trait in the game.
