So I'm making my own foam trays because:

1: cheaper, i paid $17 for a 24x36 x3 piece of foam and 0.88 for a 30x20 piece of foam board

2: i wanted to see if I could

What works better to attach the board to the foam? Superglue or hot glue?

Hot glue. Superglue will melt the foam.

all superglue? I use GF9 hobby glue. Back says: contains cyanoacrylate Ester.

Contact cement works well for foam.

I would suggest to get a test piece with whatever adhesive you try just to make sure it works for you.

i used this. Spray on both sides to be glued. Place top piece on bottom and put a few heavy books on top to press down a little. It smells a bit but is safe for everything.

I've found that spray adhesive never truly and completely dries. I don't think I'd use spay adhesive on my foam cases. I have Army Transport pluck foam and I had to glue down some spots where the foam tore up more than I wanted. I used Elmer's Wood glue, since I had it on hand. It's never come apart again.
