From Australia GW page:
Terms and Conditions
Entry is free to all eligible users of Games Workshop’s web store ( www.games-workshop.com) who satisfy the requirements detailed below.
To enter the competition, you must place an order on www.games-workshop.com of at least AUD $140.00 excluding Virtual Gift Vouchers and shipping costs.
Qualifying orders must be received by Games Workshop between 05:00 23rd April 2016 (Sydney Time) and 23:00 29th May 2016 (Sydney Time).
Multiple entries are permitted. Each and every purchase (as detailed under paragraphs 2) counts as one entry into the competition.
All entrants will be entered into a prize draw. The prize draw will take place at 23 Liverpool Street, Ingleburn NSW 2565, Australia at 15:00 9th June 2016 (Sydney Time). The draw will be made by random selection. The winner will be notified on or before the 12th June 2016 via the email address they provided when placing their order. Replying as instructed counts as claiming the prize. The winner will also be announced online after the prize has been claimed. See paragraph 8 for further details.
There is one prize to be won. The prize consists of the following: (1) a Hobby Bundle, (2) a choice of one of two Scenery Bundles and (3) your choice of miniatures on www.games-workshop.com totalling no more than AUD $5600.
The total prize pool value is AUD $8804.
Please note the following prize conditions:
i) Only products available at the time that the prize is claimed on www.games-workshop.com can be chosen by the winner.
ii) The Hobby Bundle is a fixed bundle. A full list of products included within this bundle is enclosed at Appendix 1.
iii) The winner may choose one Scenery Bundle from two options. The two separate product options are enclosed at Appendix 2.
iv) The following products cannot be chosen as part of the prize: Lord of the Rings products; The Hobbit products; Realm of Battle products; White Dwarf; Warhammer Visions; all digital products; Virtual Gift Vouchers and hobby supplies.
Prizes are not transferable and no cash alternatives will be offered. Prizes cannot be returned or exchanged unless faulty.
Prizes must be claimed before 23:00 31st August 2016 (Sydney Time). If the winner has not claimed their prize by this date, then a redraw will be held. This redraw will take place at 23 Liverpool Street, Ingleburn NSW 2565, Australia at 15:00 9th September 2016 (Sydney Time). The redraw will be made by random selection. The winner of the redraw will be notified by email on or before the 12th September 2016 via the email address they provided when placing their order. The redraw winner will also be announced online on the 15th September 2016. The winner of the redraw must claim their prize before 9th December 2016. If the prize has not been claimed by this date, then the opportunity to win the prize will be lost and the competition will be finished.
By claiming the prize, the winner agrees that Games Workshop can use their name and place of residence (in the format of Rob W of Sydney, Australia) for advertising and promotional purposes and for the purposes of fulfilling obligations, for example Australian competition regulations. Details of the winners may be published in www.games-workshop.com, the web store blog, in the Warhammer App and in Games Workshop’s email newsletter.
Entries from trade partners or employees of Games Workshop, their families, agents or any other person connected with the administration of the competition will not be considered.
Games Workshop reserves the right to vary any of these Terms and Conditions without notice. Any change, modification or suspension of this promotion is subject to the relevant state and territory regulations in Australia and will only be effected following the grant of permission from the Australian state bodies which issued the permits for this promotion. In such event Games Workshop will make reasonable efforts to communicate any change with entrants.
These rules are governed by the state and territory laws of Australia. Entry indicates acceptance of the rules as final and legally binding.
From US GW page:
Do hobby dreams come true? Well for three lucky people they will! So what do you have to do to be in with a chance of winning the army of your dreams, plus an awesome bundle of tools, brushes and paints as well as a state of the art set of scenery on which to proudly display your army, ready to crush all before you?
1) Place an order of $85 or more.
2) Email dreams@gwplc.com with up to 500 words describing the army of your dreams.
Your order number must be the subject line of your email.
You can enter as many times as you wish, each qualifying order entitles you to one written submission.
Tips
You may want to think about the following questions when writing your submission:
What is in your army and why?
How are you going to build it and tell us about any conversions?
How are you going to paint it and why will you use those colours and techniques?
What will you do with this army?
Pictures may be submitted.
Judging
The judging will be done by the White Dwarf team who will select the winner based on the following criteria: Exciting, inspirational and evoking the spirit and setting of Warhammer 40,000 or Warhammer Age of Sigmar.

Hmm, if I bought a box of three (3) Varanguard Knights (AU$170) or a box of three (3) Gorechosen (also AU$170), I could enter this competition.
Hey, if I got Archeon (1 admittedly large model, AU$280), do you think I could enter twice.....?
There's no denying GW do some very nice models, but they need to drop the "Antipodes Tax" if they want me to buy anything of theirs direct from their shops.

I'm impressed they've gone the extra regulatory mile to run the completion down under since people there were upset when they couldn't enter the recent one for the uk/Europe/usa
old Kirby GW would have shrugged and ignored the issue,

The recent one was UK/Europe only.
USA had a link to it; but it was 404 records expunged.

The way I've seen around that is to require no purchase and then make getting a free chance (token, ticket, whatever) a pain in the butt.
Mail to this address, filling out this request form, and allowing 4-6 weeks for return---don't worry that the event will have closed out in 3.5 weeks.
Actually kind of nice of GW to throw a bone, however small, to the market that everyone nearly has a coronary when their 'deliver to' accidentally gets shifted to.

this contest is prohibited in a few states because it DOES require you to buy stuff to enter. Thus making it void in many places

I feel like it will be exceedingly hard to win, which is why I am thinking I might not spent to enter. I have an army I would write about which I have always wanted to do in tribute to my Dad... but since the WD editors will want winners who fit the audience of the magazine I suspect they'll all be, "I have an idea for the most amazing Ultramarines who are the best army in anything ever. They are going to be soooo blue!"

LotR and Hobbit are excluded, though. Which is unfortunate. I'm happily sourcing my regular new stuff from offshore, but the LotR stuff is generally priced to purchase locally, and I do need a few things to complete a couple of forces.

Shame the LotR/Hobbit purchases are excluded, but I suppose it makes me feel better. In the US finding Hobbit product that isn't an old beat up "Escape from Goblin Town" is like pulling teeth, so i've had to make my purchases through the GW website.
It would've been funny to see someone win this on an entry of wanting their dream army to be a Hobbit one. :-p
