Well, there has been assassination force, so GW has shown the good guys don't have to be in power armor if the concept is cool enough.

I'd like to see a re-envisioned Space Crusade or better yet a board game with Guard vs. Nids or Orcs. Done up as a sort of Dead of Winter game where the Guard hold a fortress or Hive City, trying to hold off the unrelenting waves of 'Nid or Orc attacks. Throw in a possible Chaos traitor/turncoat and I think you could have a game that folks wouldn't automatically toss out for the minis, and might actually play...

I agree with the posters expressing that the Start Collecting Bundles! are the way of the future, but I do think that the starter set will probably get another run. It is far too easy a selling point for a GW employee to overlook. It is marketable as a stand-alone, simple game for a Sunday night tabletop session for the family, the models are snap-fit, and the 'children' can escalate the complication of the game to their skill levels. More-over it is very handy for displays.

As far as armies are concerned, by looking at precedent we can guess that there will be a nice, wide variety of unit-types built specifically to allow players to learn as many unit types as possible. There will be bikes, a walker (or vehicle), a character, power-weapons, and infantry of varying saves (expendable gribblies, MEQ, TEQ,).

Moreover it will be encapsulating whatever the new gimmick of the edition really is. In 6th the gimmick was power-weapon differentiation (hence the Chosen having a variety of power weapons), jink (hence the bikes), and the hullpoint system (Helbrute).

One army will be the gimmick fluffy army (probably whichever loyalist faction) and one army will be the weird, wacky random unit distribution army which will help the players learn the rules.

Necrons, Eldar, Dark Eldar, Orks, and Tau are all good candidates for the bad guys with wacky units that can show off the fancy new rules.

One of those will be facing an army with a fluffy, bright, iconic color-scheme that will allow the brand to be instantly identified. Space Marines are the natural choice. Blood Angels would be pretty cool, I guess, but I'm hoping for White Scars.

AdMech vs Tau
or maybe vs Orks. Basically any army that I want stuff for except Space Marines and Guard (already have enough of that). Something really unorthodox like AdMech vs Inquisition would also be huge fun.
But GW would be insane if they ever made a starter set without Space Marines. Space Marines are the most iconic thing and the largest selling point of the 40k franchise, and they are a perfect army for starters.
