(Thank you to everyone who gave advice, it was really helpful and helped me to enjoy the club last week!)
Okay, so it's been established that there's a bit of a dirtbag/ bully of a player in my group and that I'm going to continue on ignoring him, not playing him, and telling him to back off when he gets too close that his aura of anxiety starts to take effect. And it works!
Now they problem is, he announced last night on group chat that he came up with a list using Chaos Marines, which is the army that I lost ALL those times with while he played Vanilla Marines and laughed his way through my psychology.
I'm not sure if it's a coincidence (really doubtful of that) or if he's noticed how I don't want to be around him so he's made this list (and called me out in group chat to challenge me!) with MY army to "teach me how to use it properly" (he's used that phrase before, but months ago before traitors hate). Call me crazy, but i had the strongest of feelings that he just wants to spam whatever he's found in a Chaos Marine book and wants play me (in front of the group, no less) to show off that the Chaos book "isn't a bad book, you're just not, playing it well."
The weirdest part? In literally EVERY instance of us being in the same room together in a 40k setting he has called me a dirty heretic, plays no less than 3 loyalist Marine army (no allies of any kind, just 3 groups of differently painted marines) and has always expressed his distaste in all of chaos. His loyalist armies are: Black Templars (for land raider spam), Raptors from FW (everyone has scout and he attacks a unit.of his choice before turn 1starts), and Space Wolves (of which he plays only Wolfstar and Wulfen). In tbe escalation league we're in together, he's been running a watered down version of chapter master smashfether using a tech marine and the shield eternal with the FnP warlord trait (we got to pick.our initial warlord trait in the league) since we were at the 500 point level and cheerfully brags about how it's never died once... The lack of dying gave him the idea to go to the organiser of the group (apparently alone with no one else to hear about it) and ask if his HQ could have an extra wound, which was apparently approved...
Just last week at our meetup, he challenged the organiser in a game of Vanilla marines vs tau. The Tau had their legs cut from underneath them turn one by heavy flamer land speeders, and most of the rest of the army was destroyed rather quickly. In their turn 3, tau player wanted to quit so that the new guys (that just joined the group and this is their first meeting) could play. Bully insists on continuing the game (at that point, tau literally had 4 crisis suits left on the board and it didn't look like marines had lost a single body). They went to turn 6, which took an extra hour and a half so the new guys only got half an hour to play.
So yeah, with ALL the powerof the imperium at his fingertips already, why in the world would this guy decide to take up the banner of Chaos Marines where, unless he really is using loaded dice, or has found something to abuse, he's not going to be winning EVERY game like he has been. I just don't see how he has come to the conclusion of playing CSM unless its strictly to show me how well "a veteran player" can play them.
As a proposed solution: i just want to tell him to feth off and to take his BS elsewhere. That I'm not going to be the guinea pig for him anymore. But, i could.easily just ignore him, like the other guy in our chat group has (he's another Chaos player and knows just how far the bully is in my head).
Sorry for the long post, i just want to get my point across that something just isn't right here.

OPs bully has taken notice that OP doesn't wanma play his little game, so now Bully is trying to establish dominance by using OPs army against him.

Personally, I'd continue ignoring the feth out of him, as he's clearly not planning on changing his 'That guy' ways.
Sit back, relax, and watch as his sanity erodes with every game denied to him, hopefully either reforming him or eventually resulting in him devolving into glorious Spawndom.

The better question...does any unit have something that allows them scout/stealth and a free attack before turn one? That sounds incredibly broken and I feel like even FW wouldn't have rules that out there.

I've got the PDF on my phone, they've got scout, and get stealth on the first game turn. Units with any model with a variation of Bulky do not benefit from either. But really, other than point out mistakes he's making, I'd ignore him. If he wants to "call you out," ignore it. If he challenges you to a game, say "No, thanks." Be polite but firm. There's really no need to care at all if he doesn't take the hint, because you're going to keep declining anyway.

Thanks guys, just needed some extra calm voices in my head to keep me from tearing him a new one over chat (come to think of it, that's probably exactly what he wants)
And the free attack thing was caused by a special character for the raptors, not the chapter tactics themselves, my bad i wasn't really paying attention to my typing. It was something along the lines of 'ambush' or whatever where he picked one of my units and each guy got hit with S3 or S4 can't remember. Brought flames land raiders to what was probably a tau gunline list. To me this sounds like he list taylors. I wouldn't play with him personally. I play for fun and doubt have time to waste on people who take it that seriously.

As far as I can tell, Ambush is a Warhammer fantasy/Sigmar thing.I can't find a single reference to Ambush being in 40k. Besides that, they only get ambush when the units come in from reserve...which they HAVE to go in reserve until round 2.

Just ignore the players you are having issues with until you both are happy to settle it in a more mature way. Also public shaming a person on the internet might not be the way to go since the player and or his friends could find out you are effectively cyber bullying him making the whole situation even more dense.

There is an ambush rule in one of the IA books, I can't recall if it's a chapter tactic or a character (possibly attached to that chapter) which allows you to inflict (random number?) hits on a unit after deployment (before deployment?).
Always insist on your opponent having the requisite rulebooks in hand for the game.
I would generally try to ignore a player who isn't conforming to the niceties of sportsmanship and general pleasant behaviour. Failing that, talk to whoever runs the club/store.

OP, that piece of work would be very happy to hear he is in your thoughts so much.
He enjoys intimidating you.
He is not "trying" to establish dominance, he is trying to perpetuate it.
He is now applying any kind of bait he can to "force" you into continuing your "relationship" with him.
It may be a good thing to point out that it is hard to "teach" someone who doesn't care for what he has to say.
No matter what happens there is no compelling reason to play him: he is no fun to be with.
His preferred method of play is to bring a competitive list to face "fluff" armies I assume.
Is there anyone that is into a more competitive play in your group?
How does the bully react to that person?
I bet he will not play him.
Only easy prey is the name of the game.
Just remember that any "face time" he has with you is a victory to him.
Keep busy playing others.
It can be difficult, but the best method to deal with bullies is to call them out on their BS.
They are not trying to be helpful, to "teach" to mentor you to be a better player.
Some responses that may be helpful where you need to establish your own authority:
When asked to play him:
"Games with you had been less than fun so I will give it a pass." - True statement and hard to argue how you feel. He may try the "sore loser" approach and just say he makes it way too serious.
"Go find someone to play as challeng(ed)ing as yourself." - Many meanings to be had here but a true statement, he really should see how it feels, more on the rude side.
"We do not play the same kind of game. They are not compatible. Good luck finding what you need." - Truthful and reasonably polite and lets him know you "got his number".
"I really do not feel like it, thanks though." - Short and sweet and makes it clear you made a choice, no avoidance.
Personal space or intimidation:
"If I can smell you, you are too close, give some personal space guy." - Favorite tactic is getting into personal space so getting them to back off is important.
"We are here to play games with little toy soldiers, excuse me if I have trouble taking this seriously." - When he gets serious and pushy, this is a good shut-down.
"I have other things I would rather do, so move along now." - Usually good when he places himself in your path.
"We have got to stop meeting like this, people will talk." - Funny how well this works, usually said with a big grin on your face. He will hate being made light of.
"We meet again Newman!" - Seinfeld despised character in the show. It may convey some real meaning. Again a smile. He will hate being made light of.
On comments during one of your games:
"Thanks for the suggestions, but I am the one playing the game, how about you find one?" - The sideline comments are rude and need to be stopped.
"I am certain I had not asked for advice, allow me to enjoy my game in peace please." - Reasonably polite and makes the point.
"You cannot be certain of my plans so your suggestions are not helpful, please keep them to yourself." - more of the same.
Just some thoughts.
He will like to throw you off wherever possible so a few zingers rattling around in your head may help with dealing with the freaky guy. I am uncertain this is public shaming BUT quoting word for word what was going on local players would recognize who it is.
It is hard to make clear how unsettling a person like this could be without a full story.
I will look at this as more "support group" than a stick it to the guy cyberbullying.
Pulling attitude and claiming you need to "teach" someone how to play better in a game of man-dollies is about as immature as it gets.
The OP just wants a fun game without this guy being an emotional vampire around him.
Not being bugged by someone you do not like is a fundamental right as far as I am concerned.
