So my plan for Necrons (if I can make up my mind) is to make them look like their tomb flooded and they had algae grow on them. A patron of my local game shop suggested using a dark green wash and maybe using a tiny bit of superglue and static grass. Do you think this would work?
My other problem is I don't know what I want the Necron's primary color to be.
The other possible avenue I'm considering is making them look like they stood still for many years, and had moss and such grow on them. I could probably use flock.
In both cases I don't know if I have the best method for doing what I want, and I don't know what colors I want to use for the Necrons, besides the algae or moss effects.

Flock and static grass sound nice, and a combination of dull metallics, dark greens and rusts sounds like it could look pretty cool.

I'd paint them with a texture paint or mix of pva and sand then paint that green for moss, personally.
Colours, probably dark and rusted metal in either eventuality. Boltgun metal with a dark wash and typhus corrosion, then streaks of orange.

i'm not a huge fan of using flock and wound up taking a different route for moss on one of my projects. I just sanded down some spru with some rough sand paper and mixed it in with some dark green paint. When it dries it leaves a pretty interesting texture and can be highlighted once it's dried up. I would imagine you could add in some sort of fiber to make the moss look like it's hanging off of the necrons as well, but i'm not sure how you would reinforce that. Maybe adding in some liquid green stuff?
Here's the model I used it for. I don't have a very good closeup of the finished base but you should be able to zoom in to see it a little more in detail.

What a cool idea  washes and texture paint sound like they'd work nicely, but I've got no experience of that.
Really, what you want for seaweed is something that's a bit straggly. When you pull seaweed out of the water it hangs limply and sort of blankets things.
If you can find some way of doing that hanging from your necrons' arms, shoulder plates, guns and heads alternately they'd look like they'd jsut been dredged up from the bottom of the ocean

You could try using clear resin on their bases to make them looks like they are coming out of the water, and maybe some seaweed too

Personally I don't want to use blue. I am concerned about using a dark color because I want the algae effects to be clearly visible.

For algae and such on them, probably fill the seems/cracks on the necrons with a brown or dark green, then drybrush green "leaking" out of said seems/cracks.

For bits of moss, you could try adding a tiny blob of superglue, pressing a bit of blister foam to it and tearing it off when dry. Nice bit of texture that looks great as a bit of lichen/moss once drybrushed.
