Welcome. ALEPH is a fine choice for a faction. And there are some truly outstanding ALEPH miniatures.
The rules unto themselves are not *complicated*. They are well written and well playtested... for the most part. The complications arise from the sheer number of rules and the subsequent interactions between 3 or more of them. That said, the basics of the game, most of the game really, are easily learned. The secret is to play, and to "unlearn" things that you learned from other games.

Do not fear the rules, they aren't particularly complicated, there are simply lots of options to choose from in any given situation and the rules cover them all. They are available free online here, and Corvus Beli have provided an online army building tool here.
The basic premise is two forces facing off in a covert operation, with specific objectives (both open and secret) that you have to accomplish within a tight turn limit.
Your force provides "orders", basically one per model, with which you activate models and move, shoot etc. You can spend your orders how you choose in your turn, spreading them about or pumping them all into a few (or even one!) models. The biggest difference between infinity and other games is, every time you spend an order on a model, your opponent can react with any of his models that can see you; this sets up what are called "face to face" rolls, where two models try to attack one another by beating each other's dice score, the winner being the one who gets to do damage (or succeed where, for example, they've attempted to dodge incoming fire), the loser gets to try and survive. You are constantly making choices, even in your opponent's turn, in a game of infinity.
Aleph are an elite faction of cybernetic servitors of the great human AI, with a selection of artificial personalities all recreations of historical warriors, and a small group of "Posthumans" who have had their personalities digitised and who exist in cyberspace, jumping from one body to another. They are almost universally "better" than their counterparts in other forces (the Asura is a beast), but you will be outnumbered and have to spend your limited orders wisely (where your opponent will likely have more orders than you).
I'd suggest you see if you can find people locally who can run you through some games so you can get used to the rules. Start small, say 150 points, then work your way up in 50 point increments, until you hit 300 points which is the standard game point level.

I bit of advice. Don't buy anything else until you get a good grasp of the game. Its a lot like 40k in that there are winner and loser units and you don't want to spend a bunch of money on stuff that doesn't do what you thought it does. Another thing is list building is more directed at what missions you are playing and less 'all comers'. So I would spend less time thinking about covering your bases without a mission in mind.
Otherwise its a fun game that is both rewarding and punishing.

Well, last year we saw the new Al Fasid, the new Khawarij, the Zhayedin, and the new Tuareg, all of which are in the sectorial... and follow ups of the Tuareg Hacker and the Al Fasid HRL. That's five minis within a year. Not quite forgotten land... perhaps set aside for a while land?
Anyone know what units the outrage Manga characters may represent, proxy-wise? HVTs or... Knauf proxies as a Pan-O sniper for example. Pretty much nothing for me this month, but still recovering from the embarrassment of riches of the past year for my factionss.

In all honesty, I can get the feeling of fatigue at waiting for Acheron Falls to finally come out.
And to be honest, all of the recent out-of-scale repackages and the news of the new boardgame (and even the manga) have left me utterly cold to CB announced release schedule. And it hasn't helped that they also formed the main bottleneck in Modiphius's RPG development. I mean, Modiphius was able to fund and release the initial wave of physical books for their Conan line before I even got a finalized PDF for the Infinity RPG that was in development months before the Conan KS even started. Their development bottleneck is so bad that not even licensees can escape its pull!
We've been waiting on Acheron Falls since before we even knew we were getting a 3rd Edition. Hell, it has been a known factor since before Campaign Paradiso dropped. And in that time it has gone from being a Human Sphere sized magnum opus to something between that and the original Campaign Paradiso. Armies have been added, cut, and shuffled around in the shadows and it is hard to build up any excitement over such a release when it feels like the run up to its release has us donning Xenu's Paradoxical Running Shoes of Futility.
Release schedules have never been CB's strong suit. The one book per two year model just makes it really hard to maintain excitement about the game and no matter how many times CB say "we've cut content from this book to get it out faster" it still never happens any faster than it did before (though in the case of stuff like Campaign Paradiso, it managed to come out incredibly late while also feeling hopelessly rushed).
So even if we know AF exists in some capacity, it is hard not to feel like every single sectorial in that book isn't on a backburner for years at this point. To say nothing of the factions cut from that book in the first place. I know they're a small company, and I know they are carefully controlling their growth, but these delays on new material are starting to get onerous after all these years.

CB was right to pause and rebuild from the ground up.
The slow roll on their release schedule is a necessary evil. The unmanageable bloated catalog of minis is partly what killed GW these last few years.

Something else is, at one of the most recent cons, Bostria said that the rules design for Acheron Falls is basically done. What's holding it up is the art design and sculpt side, which takes a lot longer. So to combat that they launch a narrative campaign that introduces 4 new, unique characters which they say we're getting miniatures for. A boardgame with miniatures. And now miniatures for the characters from the Manga. In response to knowing people are chomping at the bit for Acheron Falls, and acknowledging that they know where their bottleneck is, they go and add a bunch of stuff that will clog the bottleneck further. Don't get me wrong. I'm thrilled that I'm getting a model for Jethro. A Druze character! But I'm concerned that it might delay Acheron Falls simply by pushing too many new ideas through the bottleneck.

That stuff actually kept me following GW through the darkness of 6th-7th. Now that 8th is rolling around, GW seems to be poised to poach people from the smaller companies that played because of balance issues or the rules just not being "there". They now have what looks to be a pretty good rule set and a rock solid foundation of models. CB's strategy of bumbling about and living off of the good will of their player base while they side track to a bunch of irrelvant business ventures while being "not GW" I think is going to hurt them hard by the end of this year.
Unless there is something to be excited about this year coming in August and its definitely not another board game to add to the thousands already on the market or a manga for people who like manga or an RPG that has a different market as well.

Didn't they do a couple of models for the RPG though and market them as HVTs? Honestly we didn't need HVT models or generic mercs (literally could be a model from any faction with similar load outs) or pilots, or stripper-bees.

We learnt it was called the Ramah Task Force when Red Veil came out (every Haqq model in RV can be used in Ramah).

There are good points being made about the bottleneck, but at the seminar a while ago Bostria specifically mentioned it was the design that was the bottleneck, not the sculpting - most of the sculptors are freelance anyway so work on stuff for other games as well (Javier Urena who does some sculpts did the Storm Raptor for PP for example) so they can handle having lots on I imagine!

A lot of Infinity players had been clamoring for civvie minis for many years. The civvies in the Dire Foes boxes and the HVT civvies were CB's response to that demand. They were wanted, if not necessarily strickly needed. However, there have been more than a few *distractions* this year, so far. Some of them good-- Fat Yuan Yuan which are useful in Game-- and some of them sad, like the Execrable Tech-Bee.
Six new/resculpted Ramah Task Force minis-- not including Ghulam-- released over the last year, not 5 as I wrote earlier. Math can be challenging on a Friday afternoon, eh? IIRC, the Naffatun, a fairly recent new box are in the RTF too.
Speaking of Six. The Outrage box has 6 Mercs to it. Perhaps it is a back-door Merc Starter Box?
We will probably here more about the next book at GenCon or Interplanetary, so 10 weeks to go?

'Phased out'? Doubtful. CB have said after TAGLine they will go back to QK only, however.

And in that time it has gone from being a Human Sphere sized magnum opus to something between that and the original Campaign Paradiso. Armies have been added, cut, and shuffled around in the shadows and it is hard to build up any excitement over such a release when it feels like the run up to its release has us donning Xenu's Paradoxical Running Shoes of Futility.
Release schedules have never been CB's strong suit. The one book per two year model just makes it really hard to maintain excitement about the game and no matter how many times CB say "we've cut content from this book to get it out faster" it still never happens any faster than it did before (though in the case of stuff like Campaign Paradiso, it managed to come out incredibly late while also feeling hopelessly rushed).
So even if we know AF exists in some capacity, it is hard not to feel like every single sectorial in that book isn't on a backburner for years at this point. To say nothing of the factions cut from that book in the first place. I know they're a small company, and I know they are carefully controlling their growth, but these delays on new material are starting to get onerous after all these years.
Repackages are to cut down on SKUs, which CB has been very transparent about. If this facilitates more shops stocking Infinity, which has a fairly bewildering range of models, then it's all good - the community grows, CB gets more revenue to employ more staff, and their capacity to release new models is increased. CB are not the only miniatures company moving towards starter packs, boxed sets and reduced SKUs, it's very much in-trend at the moment. In terms of getting resculpts, personally I like a lot of the older models, and don't really care about the scale. The Umbra Samaritan, which is a pretty recent model, is significantly oversized. CB moved to the silhouette system so that they weren't constrained in their design, so it's all good - people come in all shapes and sizes. When you put the models next to each other are they so significantly different that you feel you are unable to effectively play the game with them? Does this lack of consistency in size really spoil your enjoyment of the game? There seems to be a lot of hyperbole and faux annoyance surrounding this issue, and I have never met anyone in real life who has a problem with it. If you really think it's that bad, just proxy - even at tournaments most TOs don't really care if you proxy as long as they look fairly similar, and there are countless miniature lines to find alternatives from.
In terms of 'waiting' for Acheron Falls, why not just play Paradiso? I ran a very popular Paradiso campaign at my local club, and the concerns about it not being compatible with N3 are very much unfounded. The missions in there are fantastic, and the campaign system works well. If that's not your cup of tea the Tagline narrative campaign is also great. There's also the current Wotan campaign, which lends itself to narrative gaming - I ran a tournament just today based upon Wotan. Lots of narrative gaming facilitated by CB with very little effort required to get up and running. There's also nothing stopping you from creating your own narrative campaigns - just the other weekend a friend of mine ran a two day home-brew narrative tournament, and there's a couple others coming up around the UK in the next couple of weeks. Be the change you want to see.
Finally, CB are a small company, which allows them to form great connections with the community. I'm running an event in August and CB are sending lots of free prize support to me for that, and I have a direct channel to the person in overall charge of tournaments - just the other day we had a chat via PM on the forums. Customer service and satisfaction are fundamental to the way CB work, and if that means things come a little slowly then so be it. Would much rather have that and a slow release schedule than being shamelessly price-gouged by a large company with little customer interaction but a rapid release schedule. If you don't feel the same way then I'm not sure what to say, other than the way CB operate is very unlikely to change in the near future, and that perhaps you could apply to work for them, as I understand they are looking to hire and expand. At the moment there is literally one person in charge of the fluff, so of course there will be bottlenecks if we want a consistent timeline - again, we've all had experience of the opposite approach as espoused by GW. CB have been very transparent and open about their release schedule, so if you want to wait for a sectorial you have an idea of how far away it might be. There's a Shasvastii resculpt coming at some point in the future, but it will be after Svarlheim Pan O, Kazaks, the new Tohaa sectorial and the new Haqq sectorial. I can't wait and I really like the Shasvastii models so I'll be buying them anyway - I could hold on, but I don't want to. We all know what's coming so the choice is there for you too - at least CB don't invalidate whole swathes of models when they bring out a new release, it's just a resculpt of an existing profile.
