With the release of 8th edition I'm interested in coming back and starting fresh (I sold off my old collections).
Biggest problem I have at the moment is... I don't know which army to play.
I've collected Necrons and Space Wolves but haven't actually played with them (only for painting/modelling).
I don't know a whole lot about what's incoming for the current armies but I'm a fan of small model count armies (So I'm guessing larger than an Imperial Knights force, smaller than a Ork/AM/Nid army?)
I've always liked the concept of small-elite.
And I really want to make each of my guys look different and stand out.
So I looked at Deathwatch and the tactics but I they're not that appealing to me.
So with Deathwatch out of the way, what other armies could you recommend to me for 8th edition?
Will the Primaris Marines be a stand-alone capable army? Because it seems like they might fit my needs...
Thanks for any help guys.
I'm open to all suggestions as I'm still a beginner.

Primaris should be able to stand alone, and can expect some new units in the near future as GW will really be pushing them. I would also recommend Grey Knights or Custodes if you're going for small and elite, although both could easily comprise an allied detachment within your larger army to make the force as a whole be more competitive.

As the above poster said, Primaris marines will be receiving there own Codex shortly, with a few extra releases. They certainly will be a elite, stand alone army.

Primaris Marines certainly seem to fit your bill, you will get a cheap core army of them in the 8th ed box set and if you find any holes in your army, you can easily justify filling those holes with non-Primaris Marines.

As people have already said it seems like you want Custodes, Grey Knights or the Nu-marines.
I can't think of any Xenos armies that work as how you want...
Try and get the Space Marine portion of the new starter set or buy it and sell off the Death Guard.
If things dont turn out like you want it to in the future, you could always use the Primaris marines as allies or add allies into your primaris army (assuming the ally system is still legit like 7th ed)

Actually if you are looking for a non-Imperial army then an Eldar Wraithhost would fit the bill nicely. Use a Vanguard Detachment as you can then take Wraithguard as your mandatory Elites with Wave Serpents as Transports if you wish. A Spiritseer as HQ would be fluffy and Wraithlords in Heavy. Add a superheavy auxiliary and you can take a Wraithknight as a Lord of War. Then you can add a sprinkling of living units if you wish to bulk out your numbers or fulfill specific roles.

Consider Guard. Sorry; Astra Militarum. Blob Guard is going to be the way to go in this edition. Have you seen the new to Wound table for 8th edition? Lasguns can kill anything\everything! Also, there are no longer Blasts\Large Blasts\Templates. You get to allocate wounds to your models. Movement trays are in. . .

I'm blindly jumping on the Primaris bandwagon while slowly painting up Wolves (I can only paint so many at a time... SO MANY COLORS). I think they'll make a nice low-model count force with some stiffening from their older brothers until we get some other Primaris kits.

Tau Crisis Spam is still a legal list and with the Fly keyword and a stat line buff they are pretty nasty still.
Alternatively you could run an all-Incubi Dark Eldar army, in fact with the new Force Org charts you can make just about any army an "Elite" army considering that is exactly what a Vanguard detachment is!
Run 6 squads of Bulgryns! Run 6 squads of Meganobz! Just pick whatever you think is cool because pretty much all armies can fit the bill any more. Go with rule of cool!

Where can I read about the Vanguard detachment? Is that for every army?

The Vanguard Detachment is a universal detachment, akin to Combined Arms Detachments and Alloed Detachments in 7th; anyone can make use of them.
I believe the Vanguard Deatchment is 1-3 HQ, 3-6 Elites, 0-3 each for Troops, Fast, Flyers and Heavies, and it gives +1 Command Point.
