Skaven can be played in a lot of different ways, currently the most 'competitive skaven builds' are focussed on buffing a huge unit of stormvermin and throwing them across the board with Sayl (a chaos character from forgeworld that lets a unit move silly quick), and playing an army using clan skrye models and deep-striking a lot of stormfiends, and doing a lot of mortal wounds.
However, in casual play (the best way to play Sigmar IMO) they can be played with lots of different models, and its very easy to make a themed list around one of the different clans, and still have it be good. A very fun and goofy army to play, and one of my favorites.
Seraphon are very durable from what I've heard, with lots of ignore rend, and re-rollable saves. Also a really cool mechanic about the locations of the stars on the table. Also a fun army.
Seraphon need way less models, which is a huge plus I think, but skaven are definitely a more fun army to play against, mainly because any durable army is usually a lot less fun for your opponent.
