So heres a list I cant think of a way of beating.
pask
1x russ with battle canon
1x baneblade vanilla
40 guard models with heavy weapons
Its just so hard to get outta the way of all the artillery....
any suggestions?

Bring lots of infantry. Even if Pask has a Punisher, that list looks very heavily skewed toward anti-tank weapons. If you bring enough infantry, he probably won't be able to kill them all. If Pask doesn't have a Punisher... then yeah you can easily swamp him with an infantry list.

I'd focus on killing the guard and the russes. Ignore the baneblade completely.

Deep striking assault units or rolling up Rhinos of Berzerkers or bikes unloading mass flamers into the blob or long range shooting to take out pask or the baneblade or a super heavy or something. It doesn't seem like too difficult a list to counter.

Depends on what you're using, but I can think of a few angles here:
Tau: Use Fire Warriors and lots of them to chew up the Guardsmen. Use Pathfinders with their pulse accelerator drones to extend the range of your pulse rifles to 36" and bring some Vespids or Crisis Suits to land on things that are hiding. Use Hammerheads to blow holes in the tanks at a distance (use Longstrike, he rules), or use Commanders, Crisis Suits or Stealth Suits to chew up the tanks with melta. Stealths also bring good volume of fire to chew up the Guardsmen. Leave the Riptides at home, use Ghostkeels only as a fire magnet. The Stormsurge is good, and chews up infantry, but it's awfully expensive at 1500.
Eldar: Use Fire Dragons or Wraithguard mounted in Wave Serpents with brightlances to eat the tanks. Dark Reapers can chip in some firepower too. Windriders with shuriken cannons can chew up the Guardsmen, with help from Guardians in dual-cannon or dual-missile Serpents, or you can assault the Guardsmen with Shining Spears, Howling Banshees or Wraithblades. Rangers might be able to knock out the annoying Commissars, but that's a bit of a luck-based mission. Don't forget Farseers and/or Autarchs to make everything more reliable.
Drukhari: Kabalite Warriors, lots of Kabalite Warriors, backed up by blaster-toting Scourges, Ravagers and maybe a Razorwing Jetfighter or so. Hellions or Reavers can work too. Everything is glass, so favor target saturation, but don't forget dark lances are Assault on Raiders and Ravagers.
Adepta Sororitas: Two squads each toting two meltas and a combimelta, loaded in a Rhino, is a nasty little bomb of a unit, and it's two Troops choices. Even a Baneblade can't stand up to too much of that. Retributors with heavy bolters put out good volume of fire, so do Dominions with storm bolters (up to five in a squad). Immolators can deliver a lot of firepower with their pair of beefed-up heavy flamers. Seraphim plus Celestine can make an awful nuisance of themselves. If you can go first, this can be terrifying with a multicharge.
Space Marines: What tricks don't you have? Autolas Predators can chew up tanks reasonably well, Devastators too. For anti-infantry, look at heavy bolter attack bikes, bike squads with flamers, Sternguard with storm bolters and/or combi-flamers, Assault Marines with flamers, etc. The biggest trick is that SM units are usually expensive, but there's hardly a tactic that they can't do at least somewhat competently.

With shooting. Or melee. You should take objectives and destroy enemy units, and roll dice.
Seriously though, what army do you have? You're gonna have to give us some more information because without it, it's impossible to answer this question intelligently

Never use devastator marines. Ever. For anything. If you're paying a lot of points to put something on a power armored marine, you're absolutely doing it wrong. They're so bad it's comical, and when morale starts kicking in you'll lose the heavies.
Twin las / twin autocannon dreadnoughts are good here. Cheaper than a devastator squad, and actually have the potential to survive some shooting.

You don't really have any serious antitank in that army other than a couple lascannons.
More power fists and meltaguns would help. Deep strike the termies as close as you can to the baneblade and try to charge them. Reroll if possible because you NEED that charge.
Once you drop that baneblade, there's really not much else to it that can slow you down reliably. The russ isn't even that great. You could probably get away with ignoring it for last, depending on the composition of the heavy weapon squads.

Those tac marines are imho a horrible setup
You're essentially paying 90 points so you can use a lascannon, devs might be easy to kill but at least they have less tax in them.
Either way i think i'd drop the lascannons for plasma guns and combi plas' and use them as objective capture units
Drop the Terminators or change the flamer over, they've either got to footslog with a flamer (double bad) or teleport in outside of it's range (bad) and you can't afford a transport to really make them fully effective.
Find the points for a snaguinary priest with JP, it'll make a huge difference to your force wherever he assists
Tactics wise i'd focus down the infantry and russ' (pask is priority of the two obviously) and make sure that as you're jump pack guys are moving up that the assault marines are the most obvious target, you'll need your DC to get in much more and one of those units is getting melted on the way.
I'd not bother with the baneblade honestly, you don't have the shooting to kill it and if you did have the melee to kill it you'd be better off spending your time getting objectives and killing the rest of his army.

Stack penalties to hit (Hemlocks, I don't fear 40 heavy weapons that hit on 6s), bring things that get across the table and charge quickly (Assault Marines, Warlocks). Hardcore melee units that don't lose much when they take wounds. Vehicles with good Invulnerable saves (Leviathans). A superheavy of your own.
