Just a quick easy Mechanicum list that I can build and paint for my Armies on Parade board, uses two start collecting boxes and Cawl.
I'd have to run it as two Patrol detachments until I expanded the army.

Patrol 1

HQ
Belisarius Cawl 250pts
Tech-Priest Dominus [ Volkite Blaster, Macrostubber ] 135pts

Troops
Rangers ( 10 ) [ Omnispex ] 107pts

Heavy Support
Onager Dunecrawler [ Neutron Laser, Cognis Heavy Stubber, Data Tether ] 143pts

Patrol 2

HQ
Tech-Priest Dominus [ Eradicaton Ray, Phosphor Serpenta ] 145pts

Troops
Rangers ( 10 ) 100pts

Heavy Support
Onager Dunecrawler [ Twin Heavy Phosphor Blaster ]

What should I add next, I was thinking either Kataphron Breachers or some more Rangers to make a Battalion detachment.

They'll look lovely painted, but from a tactical perspective 50+% of your army is in the HQ category, which won't win you many games. I think most people prefer Vanguard to Rangers for troops, in terms of additions for your list. You may also consider Sicarian Infiltrators, or even Electropriests for your elites slots.

Yeah it'll be HQ heavy to start but once I add more stuff it should balance out. So add more Vanguard, not Breachers or Rangers to make a Battalion.
With the Electro-priests would you take Fulgurite or Corpuscarii?

Well, Kataphrons (particularly destroyers) fill a current gap in your list that Vanguard or Rangers in your list don't: heavy firepower. I think they're worse than the Kastellan Robots, but they're not entirely un-useable, especially next to Cawl. If you plan to get the robots, I'd say vanguard are fine, if not, Destroyers/Breachers aren't the worst. As for the EPs, I take 50/50. Corpuscarii are good at thinning out hordes, and Fulgurites are stronger versus marines, vehicles, and heavier things.

So If I take another squad of Vanguard for my 3rd troop, what special weapons do I take?
I'll probably take some Corpuscarii to hopefully deal with any 1st turn charges, though I do like that the Fulgurites can increase their strength in combat.
What are Dragoons/Ironstriders like?
