So I am excited that for the first time I will get to use an actual thousand sons codex (I did not play the end of 7th). However, there are no rumors about the codex and it seems that the earliest it could be would be end of September if it is right after Death guard (which is end of this month/beginning of next if I am not mistaken) and could be as long a December (I think they will have all the major chaos/imperial books in the first 10, as they will focus on xenos next year). That is a bit of time between now and then. So I was wondering what the consensus is about using the points in the Codex:CSM instead of the index for my thousand sons. Would people not be cool with that? Mind you this is for like weekly league night games or friendly meet ups, not tournaments which will probably have their own rules on it. I will ask my normal gaming group, but I was wondering what the community at large thinks of this. Also I will actually own the Codex, not just some shady internet copy (I want it anyway as I do have a small CSM force), so I am not trying to cheat.

Also, I really hope that we get at least a small model release with our Codex. I know Thousand Sons just got new models, but right now we only have 2 elite options and 1 fast attack (which is spawn) and no I don't include forgeworld. We really need at least one more elite and one more fast attack for the Codex.

Anyway that is my two cents.

Yes you can use the points and data sheets in the codex or index until tsons codex comes, at which point you must use those instead. That's been confirmed over on warhammer community, though I'm to lazy to get the link. It specifically talks about Dark Angels and Blood Angels using the adjusted costs from the codex.

As for new models, I'd hope so but it isn't super clear atm. If you get a november/December release it is more likely for there to be new models, if it followed right after DG you probably won't. Given Admech and IG are all but confirmed to be the next two codices after DG, I'd assume tsons comes November or October at the earliest
