Bolts are... meh.

BS 13 in a link is great, but they have one problem: They tend to be on the expensive side for a linkable troop that provides *only* that. Their other advantages are minimal:
- Veteran is not very useful when a large part of your army isn't veteran. It is useful on Morats because you can use your lt order at will, but everywhere else you are screwed if you are in loss of lieutnant or retreat.
- Bioimmunity is *too* situational. It is great against viral ( very rare except for tohaa ) or shock ( rolling BTS instead of ARM is great with BTS6, ammo is more common but still not exactly commonplace outside of mines/knifes)
- The profiles tend to shoot themselves into the foot. Combi + Shotgun has redundant shotgun, as you could easily be paying for only the combi and have a perfectly acceptable 0-8 range solution. Or pay less for a normal rifle instead, like how virtually all of Haqqslam does. Drop bears and EM Grenades are useful, but PH11.... eh... - you pay points to have stuff that your profile is crap at using.
- The specialist profiles... paramedic is decent as a button pusher, but you will not be reviving the Bolts themselves with PH-3. The hacker is a waste - WIP 12 and makes the team hackable when it otherwise wouldn't be.

All that said, there is one more aggravant - the only real advantage the team has over fusiliers is +1 BS and the BTS. BTS is *very* situation, particularly for a unit that is not hackable in the first place. But your bolt team will cost over 2x more than a Fusilier team. So you compare two teams that fulfill the same role in the army and can acomplish the same objectives, but the sligthly better team costs over twice the other.

That said, they are not terrible units. But they are a bit over the price you want to pay for them. If their cost was something like 3~5 points down for most profiles they could be a really good team.
