Nah, that's just casual gak. Perpetuals in the lore are virtually immune to any weapon we have on the tabletop. Vulkan wouldn't blink twice at a poisoned blade. He (probably) survived his entire body being obliterated.

Nazdreg. Any SC warboss besides thrakka would be nice, but he's my top choice since he'd be the most different, the "mork" to thrakka's "gork".
Wazdakka and Old zogwart would also be 100% welcome, expecially if zoggy brings back his curse (:

Personally, I'd start by bring back all the SC which have had models which are now OOP - from 2nd ed onwards (as I don't recall any RT Special Characters).
Brother Bethor, Captain Al'Rahim, Colonel Chenkov, Lord Solar Macharius, Doomrider, Chaplain Xavier, Nazdreg (I think - the Bad Moon Warboss dude), Asdrubael Vect, etc.
Then we can start looking for gaps for new characters (or recycle old SC concepts which never got an official model, like Wazdakka) - I wonder if a book like this could be done in a WMH fashion, with one supplement with characters for all armies...

More than anything I'd like to see the Iconic characters who've fallen by the wayside get fitting modern models. Ghaz Abbadon etc.

I add my thoughts to a Sister's of Battle Character who isn't Celestine. I desperately want more HQ choices within the sister's beyond the same generic cannoness. How about a cannoness with a jump pack?

That's the unit. I didn't see any rules for them in the Codex. Do you just treat them as a special unit (in terms of not adjusting them with other options)?

Kryptman. He's like the greatest Ordo Xenos Inquisitor ever and has been mentioned so many times. Thanks to him, both the Octarius Empire and Hive Fleet Leviathan have been devastated, though he got lucky Ghazkull did the latter for him.
Or at least update his art. I can only find 1 image of him and it's in 2nd or 3rd edition.
Other mentions include Severus Agemman who is angry that Cato Sicarius has been getting all the attention, Nazdreg Ug Urdgrub and Absrubael Vect who used to have rules but no models and Nuadhu Fireheart because Prince Yriel, and most of the Eldar unique characters, are currently pretty lame.
