The difference is the 0-3 is a suggestion for organised play, the 0-1 per detachment from the codex is an official Matched Play rule.

Most groups are adopting it as rule, as so many play matched points, and focous on tournaments, be their big or tiny.

For example, my local group at the LGS is running a builders league. 500, 1,000, 1,250, 1,500, 2,000 each bracket lasts a month, and if you missed out, you can catch up, 5 games each level. Full FAQ adoption.

So for a good chunk the Rule of 3 is really the Rule of 2.

It's not an "errata" to matched play, it's just an additional rule that only applies in matched play, much like the Command Squads rule from the Astra Copywritum codex, or the "You must always pay reinforcement points for new horrors" rule for Horrors.

It's an errata to the chart in the book, adding in a number of Detachments colum. It's quite clear that it's replacing what's qwritten in the book, there's no need for quotes around errata, that's what it is.

For a large group of 40k gamers, tournaments, either the big ones, like ITC and such are something they focus on, thus applying their rules, including this one to their games, or they have local,smaller ones. For example, my local FLGS, the 40k centre around here with ~30 regulars, is running a 5 month long builder's league, which adhears to the general tournament mindset mentioned above.

Personally, I'd love to use the Open Play cards, and play some Narrotove Campaings, even a small one, like the 3 game tree in the book, but the culture here is one based around points and matched play. I've tried to float running via PL and playing the above things, but was met with a wall of "it's imbalanced, you can take every upgrade for free, it's stupid" because they only see the game in a competitive mindset.

As some whose trying to enter this group, and has no other 40k connections, and folks to play with, I have no options but to follow all the FAQ and Errata, including this one.

I was talking about the 0-1 Commander limit, not the organised play suggestions.
