So I noticed the Nurgle daemon prince doesn't come with wings or Malefic talons can I still take these in matched play? Or would I have to find a way to convert the model?

If it's in the codex, you can use it. If it's in the index, you can also use it but don't count on it remaining legal in the future if GW decide to go that route.

So, yes, you can take wings and the 2nd talon, how you do it is a problem for you to solve, if GW don't include those parts in the box.

The entry in the codex says that it can take wings and change the sword to talon or axe. The faq also allows it to take a plague spewer instead of changing melee weapons.

The wargear options for the daemon prince of Nurgle are based on the more recently released generic prince. If you'd like to convert the Nurgle prince, using the turbines on the foetid bloat drone is a popular way to give it "wings".

Or the bug wings from the Rot Flies. I've seen both, and they really work.
Nurgle is very spoiled for conversion options. And just spoiled in general, as in rancid.
